About The Position

This role works closely with the San Leandro Police Department to advance critical operations by leading the upgrade of a key system, CAD/RMS, while helping deliver reliable, effective technology solutions that support both personnel and the community. Competitive candidates will be proven leaders who demonstrate excellent communication and project management skills. The current vacancy is a limited-term, two-year, full-time position. The Information Technology Department (IT) is the centralized provider of technology solutions to the City of San Leandro. The department provides essential technology and infrastructure services such as data storage and network connectivity, hardware and application deployment, support and maintenance, project management services and information security services. Position Definition: Under general direction, plans, organizes, oversees, coordinates, and manages the staff and operations of assigned information technology programs, projects, and activities; ensures technological, system and equipment compliance with business needs; administers short and long-range information technology planning activities; manages the effective use of program resources to improve organizational productivity and customer service; provides complex and responsible support to management staff; and performs related duties as assigned. Distinguishing Characteristics: This is a management classification responsible for planning, organizing, and managing the operations of an assigned information technology program. Incumbents are responsible for performing diverse, specialized and complex work involving significant accountability and decision-making responsibilities in overseeing the day-to-day operations of the program. Incumbents serve as a specialist, liaison, and advocate for the program, with regular contact and interactions with City senior management positions, other public agencies, public and private community organizations, regulatory and governmental agencies, and members of the public. Supervision Exercised and Received: Exercises direct supervision over professional, technical and administrative support staff. Receives general direction from the Chief Technology Officer.

Requirements

  • Equivalent to a bachelor’s degree from an accredited college or university with major coursework in computer science, management information systems, or a related field.
  • Four years of increasingly responsible professional experience providing technical support in the installation, maintenance, and repair of information technology infrastructure and systems, including three years of project management and supervisory experience.

Responsibilities

  • Assumes management responsibility for assigned information technology program staff, projects, activities, and strategies, including the maintenance of applications and platforms, and the installation, management, configuration, maintenance, and repair of City information technology infrastructure and systems, including a diverse range of computers, server hardware and software, network systems, security, and communication systems and equipment
  • Oversees the development of consultant requests for proposals and qualifications for professional services; evaluates proposals and recommends project award; develops, negotiates, and reviews contract terms and amendments; ensures contractor compliance with City and department standards and specifications and time and budget estimates; reviews design documents to ensure technical integrity; reviews and updates deliverables; analyzes and resolves complex problems that may arise
  • Assists management with special projects as assigned; participates in deliberations to address operational issues as they relate to information technology needs, and in the development of management recommendations for consideration by the Chief Technology Officer, City managers, and City Council
  • Assists in developing and implementing adopted information technology strategic plans, policies, and standards
  • Serves as project manager for assigned projects, including overseeing project progress and reporting, assigning and delegating assignments to assigned staff, gathering user and systems requirements, working with vendors, contractors, project managers, and other project staff, installing, configuring, testing, and providing general technical support, and developing technical and user documentation
  • Supervises responses to major systems incidents to ensure an expedient response and resolution; maintains communication with all stakeholders on status; identifies underlying problems causing incidents and designs, proposes, and implements resolutions
  • Assist in developing and implementing goals, objectives, practices, policies, procedures, and work standards
  • Gathers and analyzes system performance metrics and data; develops reports and recommendations for changes and improvements to ensure efficient and quality service delivery
  • Serves as a liaison with other City departments, divisions, outside agencies, and the community; provides staff support to commissions, committees, advisory boards, and task forces as necessary

  • Administrative Leave – 80 hours per year. Pro-rated if hired after July 1. No carryover.
  • Deferred Compensation – City will match employee contribution up to 2% of base salary.
  • Life Insurance – $50,000 City-paid policy with option to purchase additional coverage.
  • Long-term Disability Insurance – 66.67% of monthly base earnings up to $6,000/mo.
