About The Position

Boeing Defense Services (BDS) is seeking an experienced Level 3/4 Program Manager to join their F-22 Raptor Modernization Program Management Team in Berkeley, Missouri. This role involves leading end-to-end execution of complex hardware and software development programs for avionics upgrades, shaping and managing contracts from beginning to end to ensure best value for the warfighter.

Requirements

Bachelor's degree or higher.
Ability to Obtain U.S. Secret – Final Post-Start & Special Program Access.
3+ years of experience in a role that requires project management skills.
Experience in project management such as scheduling, resource management, and performance measures.
Experience working in a cross functional environment.
Must meet U.S. export control compliance requirements. A “U.S. Person” as defined by 22 C.F.R. §120.62 is required. “U.S. Person” includes U.S. Citizen, U.S. National, lawful permanent resident, refugee, or asylee.

Responsibilities

Lead and manage multiple programs across various stages of the Systems Engineering Lifecycle, from concept through deployment.
Oversee Agile software development using JIRA, collaborating closely with software design, requirements, coding, and testing teams.
Drive program performance, ensuring seamless coordination with internal teams and key partners including Lockheed Martin, Suppliers, and the U.S. Air Force.
Influence the future of the F-22 Modernization portfolio, which is poised for significant growth over the next decade.
Engage regularly with senior leadership, supplier management, mission systems, test engineering, and other critical stakeholders.
Lead planning and execution of cutting-edge F-22 modernization programs from inception through successful completion.
Ensure all customer commitments are clearly understood, documented, and delivered on time with uncompromising quality.
Build and maintain strong, collaborative relationships with customers, industry partners, and cross-functional teams including mission systems, systems engineering, air vehicle, procurement, sustainment engineering, training systems, and finance.
Apply Program Management Best Practices (PMBP) to drive program activities and deliverables.
Develop, integrate, and maintain detailed program plans and schedules aligned with industry standards to meet all project requirements.
Generate and communicate clear, actionable reports, metrics, and change management updates throughout the project lifecycle summarizing program progress to plan to senior and executive leadership.
Conduct trend, variance, and impact analyses, while proactively managing risks, issues, and opportunities.
Understand and mitigate constraints related to staffing, product development, production rates, and supplier performance.
Lead recovery planning efforts when necessary and ensure robust project control systems are in place to support stakeholders.
Continuously improve project management processes and business systems, championing best practices that empower decision-makers.
Drive new business initiatives, including competitive and sole-source proposal efforts.
Independently develops, coordinates, integrates, analyzes, and maintains an integrated plan and schedule to meet program and/or project requirements in accordance with project management industry standards (Level 3).
Performs studies, analysis (trend, variance, impact), risk assessments to determine impacts, and constraints involving product development, production rates, process improvement, program initiatives (Level 3).
Creates schedule, reports, metrics, change activity, communicates and updates plan regularly throughout lifecycle of program or project (Level 3).
Works to improve project management processes, business systems, and implement best practices that support project decision makers (Level 3).
Directs all phases of projects or subsystems of major projects from inception through completion (Level 3).
Acts as primary project contact to establish key stakeholder requirements and project objectives (Level 3).
Assists customers to develop performance recovery plan and ensure all project control systems are in place to support ongoing support to stakeholders (Level 3).
Leads, develops, coordinates, integrates, analyzes, and maintains integrated plans and schedules for complex projects, programs and change driven activities in accordance with project management industry (Level 4).
Leads studies/analysis (trend, variance, impact), reports, risk assessments and planning efforts to determine impacts, constraints involving product development, production rates, process improvement, program initiatives (Level 4).
Identifies risk and opportunity potential, develops mitigation planning and refines the business case (Level 4).
Develops and establishes lead time requirements (Level 4).
Facilitates and ensures integration of project/program plan, schedules, change and baseline management, processes, techniques considered to be best practice across the industry (Level 4).
Directs all phases of projects or subsystems of major projects from inception through completion (Level 4).
