About The Position

The Programmer Analyst will support the New York City Department of Social Services (DSS) NYCWAY project by designing, developing, testing, implementing, and maintaining application software and related technical solutions. This position requires experience across the software development lifecycle, including data analysis, data access, database development, programming, testing, implementation, and technical documentation. The Programmer Analyst will also take a lead role in developing program specifications and implementing software solutions using .NET technologies and Visual Studio within a Windows environment. The ideal candidate will have a strong application development background, experience working across multiple computing environments, and the ability to translate business and technical requirements into effective software solutions.

Requirements

  • A minimum of four (4) years of professional experience with the required programming, application development, data, and related technical skill sets.
  • Minimum of four (4) years of experience writing and developing application software.
  • Experience with data analysis and data access.
  • Strong knowledge and experience with: Data structures, Data manipulation, Databases, Application and system design, Programming, Testing, Implementation
  • Experience preparing and maintaining technical and user documentation.
  • Experience performing or supporting software conversions.
  • Exposure to multiple computing environments, including but not limited to: Mainframe systems, Mid-range systems, Personal computers, Laptops
  • Experience leading the design of program specifications and supporting the implementation of software solutions.
  • Strong experience with .NET programming and application development.
  • Experience and knowledge of Microsoft Visual Studio within a Windows environment.
  • Strong analytical, troubleshooting, and problem-solving skills.
  • Ability to translate business and technical requirements into program specifications and software solutions.
  • Strong written and verbal communication skills.

Responsibilities

  • Design, develop, test, implement, maintain, and support application software for the NYCWAY project.
  • Perform data analysis, data access, data manipulation, and database-related development activities.
  • Develop software solutions using .NET technologies and Microsoft Visual Studio.
  • Lead or contribute to the development of detailed program specifications based on business and technical requirements.
  • Translate approved program specifications into functional software solutions.
  • Participate throughout the application development lifecycle, including design, programming, testing, implementation, maintenance, and production support.
  • Develop and execute testing activities to validate new applications, enhancements, and system changes.
  • Troubleshoot and resolve application, programming, data, and system-related issues.
  • Support software conversion and migration activities.
  • Develop and maintain technical documentation, user documentation, program specifications, and supporting procedures.
  • Work with applications and systems operating across mainframe, mid-range, Windows, PC, and other enterprise environments.
  • Collaborate with business analysts, developers, technical teams, and stakeholders to understand requirements and implement appropriate solutions.
  • Assist with ongoing application enhancements, maintenance, and modernization efforts supporting NYCWAY.
