About The Position

The Virginia Department of Health (VDH), Office of Information Management (OIM), is seeking an experienced Programmer Analyst 3 to support the modernization of Virginia's Vital Events and Screening Tracking System (VVESTS). This position plays a key role in transforming critical public health applications by migrating legacy Oracle PL/SQL Web Toolkit applications to Oracle APEX while ensuring the highest standards of security, compliance, and performance for systems containing sensitive personal and health information. The Programmer Analyst 3 will support VDH's data modernization initiatives by designing, developing, and implementing enhancements to the Virginia Vital Events and Screening Tracking System (VVESTS). The role focuses on migrating legacy Oracle PL/SQL Web Toolkit applications to Oracle APEX while maintaining secure, scalable, and compliant solutions that support Virginia's Birth Registry, Death Registry, Screening Registry, and multiple integrations with state and federal agencies. This position requires strong expertise in Oracle technologies, SQL/PLSQL development, modern web technologies, and secure application development practices for systems handling sensitive PII and PHI.

Requirements

  • Minimum 5 years of experience with Oracle 11g, 18c, or 19c databases.
  • Minimum 5 years of strong SQL and PL/SQL development experience.
  • Minimum 5 years of experience with JavaScript or jQuery.
  • Minimum 5 years of experience developing applications with Oracle APEX.
  • Must be legally authorized to work in the United States without employer sponsorship, now or in the future.
  • Must physically reside within the United States for the duration of the assignment.
  • Must be available for an in-person interview.
  • Must be willing to work onsite five days per week during the first 30 days and transition to a three-day onsite schedule thereafter based on performance and business needs.

Nice To Haves

  • 2 years of experience with Oracle PL/SQL Web Toolkit.
  • 2 years of experience developing RESTful and SOAP web services.

Responsibilities

  • Develop and enhance enterprise applications using Oracle APEX.
  • Migrate legacy Oracle PL/SQL Web Toolkit modules to Oracle APEX.
  • Design, develop, test, and implement secure web-based solutions supporting vital records modernization initiatives.
  • Develop and maintain Oracle database objects, stored procedures, packages, and SQL scripts.
  • Design and optimize Oracle 11g, 18c, and 19c database solutions.
  • Develop complex SQL and PL/PLSQL code to support application functionality and data processing.
  • Ensure data integrity, performance optimization, and efficient database operations.
  • Develop user interfaces using JavaScript and/or jQuery.
  • Implement modern templates, CSS styling, and web technologies to improve usability and security.
  • Support integration of enterprise applications with internal and external systems.
  • Develop and support RESTful and SOAP web services where applicable.
  • Ensure applications comply with HIPAA requirements and organizational security standards.
  • Help modernize legacy systems while mitigating application security vulnerabilities.
  • Work closely with the Virginia Department of Health Office of Information Management team.
  • Support data modernization initiatives related to vital statistics and vital records.
  • Collaborate with technical teams supporting integrations with Virginia state agencies and federal partners.
  • Participate in planning, coordination, development, testing, implementation, and ongoing application support.

Benefits

  • Pay Rate: $46 – $66 per hour
  • Hybrid work arrangement.
  • Candidates are required to work onsite five days per week during the first 30 days. Based on performance and business needs, the schedule may transition to three onsite days per week thereafter.
