Programmer Analyst 3 (Hybrid)
About The Position
This position is contingent upon award and does not require third-party agencies. Local candidates to the Richmond, VA area are preferred. The Virginia Vital Events and Screening Tracking System (VVESTS) is currently a PLSQL Web toolkit application running on a Mod PLSQL gateway, which is an outdated technology. VVESTS handles highly sensitive data (PII and PHI), making web application security a high priority. The project requires the use of the latest web technologies, JavaScript/jQuery frameworks, templates, and CSS styles to mitigate security vulnerabilities and ensure strict compliance with HIPAA regulations. VVESTS is a critical VDH system hosting applications such as Virginias Birth Registry, Death Registry (EDRS), and Screening Registry. It interfaces with various state agencies (LVA, DSS, DMV, DCLS) and federal agencies (SSA, CDC, NCHS, NAPHSIS), as well as the Virginia Immunization Information System (VIIS). The primary focus of this role will be the data modernization of vital statistics and vital records related projects, specifically migrating all PLSQL Web toolkit modules and pages to Oracle APEX. Oracle APEX is a low-code development platform for building scalable, secure enterprise applications.
Requirements
- 5+ years of hands-on expertise in database development, administration, and application support.
- Strong proficiency in SQL and PL/SQL for developing stored procedures, packages, functions, triggers, and performance-optimized queries.
- Skilled in building and maintaining web-based applications using Oracle APEX.
- Experienced in developing responsive user interfaces with JavaScript and jQuery.
- Experience with Oracle Database 11g, 18c, and 19c.

Responsibilities
