About The Position

Reporting to the EWHT Program Manager, the EWHT Program Support Specialist works primarily on the Essential Worker Healthcare Trust (EWHT) team, to help deliver healthcare benefits to care workers in Oregon’s long-term care facilities and other supportive settings. This is a first-of-its-kind partnership between EWHT, SEIU 503, and responsible long-term care employers to provide quality, low-cost healthcare benefits to Oregon’s essential long-term care workforce. This part-time, limited duration role addresses a critical capacity need on the EWHT team during a period of high operational demand. The Program Support Specialist will provide a combination of member-facing support, employer operations assistance, and program administrative support across active workstreams. While each RISE employee is assigned to a specific team, we operate within a collaborative shared services model that encourages cross-departmental support. Some employees contribute to multiple teams, allowing us to leverage resources more efficiently. This structure enables our staff to focus on delivering high-impact programs that advance our mission, ensuring every resource is used strategically to drive meaningful change.

Requirements

  • Ability to triage and respond to member questions with accuracy, empathy, and professionalism.
  • Problem-solving skills when handling enrollment errors, coverage gaps, or system limitations.
  • Experience documenting member interactions and outcomes in shared systems or logs.
  • Working knowledge of HIPAA privacy and security requirements as they relate to PHI.
  • Working knowledge of health plan operations, including eligibility, enrollment, and employer reporting processes - or demonstrated ability to learn quickly.
  • Ability to manage, audit, and reconcile data for accuracy and policy compliance.
  • Excellent verbal, written, and interpersonal skills, including the ability to convey complex information clearly to diverse audiences.
  • Strong planning and organizational skills with the ability to manage multiple tasks and competing deadlines.
  • Ability to work independently and collaboratively to meet goals.
  • Thrives in a fast-paced, sometimes ambiguous, and often changing work environment.
  • Awareness of language access needs and ability to work with interpreters or translated materials.
  • Strong computer processing skills, including proficiency with tools like a laptop computer, headset, projector, A/V, printing, and other tools that may be adopted.
  • Proficiency with common business and collaboration software tools (e.g., Microsoft Office Suite, project management software, CRM systems, and video conference software).
  • Strong data entry and file management skills.

Responsibilities

  • Serves as a point of contact for EWHT members, responding to questions and issues via phone, email, and virtual meetings.
  • Coordinates with EWHT's TPA, carriers, and internal staff to resolve member issues in a timely manner.
  • Documents member interactions, tracks recurring issues, and escalates systemic problems or coverage risks as appropriate.
  • Educates members on EWHT benefits, enrollment options, and available resources, and contributes to the development of member-facing materials.
  • Supports dependent verification in coordination with the Member Engagement Coordinator and Operations Specialist.
  • Works with a diverse population of workers, including care providers from different socioeconomic, racial, religious, and language backgrounds, including workers who identify as LGBTQ2S+.
  • Handles sensitive and confidential information, including protected health information (PHI), using appropriate administrative, technical, and physical safeguards in compliance with HIPAA and HITECH.
  • Supports data accuracy by assisting with membership audits, enrollment reconciliation, and employer reporting.
  • Helps coordinate resolution of employer-reported member issues with internal staff, the TPA, or carriers.
  • Assists employers with operational questions as assigned.
  • Assists with documentation maintenance, including updates to program and employer-facing resources and internal process guides.
  • Contributes to communications planning and content development for member, employer, and partner audiences in coordination with the EWHT team and the RISE Communications team.
  • Participates in internal and external meetings, including partner and community meetings, as assigned.
  • Participates in special projects with internal and external stakeholders as assigned.
