About The Position

SHR Consulting Group is seeking experienced Program Support Specialists to provide quality assurance, technical writing, documentation, and program administration support for a large enterprise IT services contract supporting the DISA Joint Service Provider (JSP) Platform Services portfolio in the National Capital Region. This role combines administrative discipline, attention to detail, and excellent written communication skills to keep a complex 24x7x365 program running on schedule and in compliance with DoD requirements. This single posting covers Quality Assurance Manager, Technical Writer/Editor, Program Administration Specialist, Documentation Specialist, and Senior Operations Research Analyst openings.

Requirements

  • Three (3) or more years of professional experience providing program support, quality assurance, technical writing, or program administration on a DoD or federal IT services contract.
  • Strong command of written English with demonstrated ability to edit technical documents for clarity, grammar, formatting consistency, and adherence to a style guide.
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook), SharePoint, and a project/portfolio management tool such as MS Project, Smartsheet, or equivalent.
  • Ability to manage multiple concurrent deliverables, meet recurring weekly/monthly/quarterly deadlines, and coordinate inputs from technical SMEs.
  • Excellent organizational, interpersonal, and customer service skills; ability to interact professionally with senior Government leadership and contractor SMEs.

Nice To Haves

  • Familiarity with ITIL service management concepts and DoD/DISA documentation standards (e.g., DoDM 5200.01, DoDI 5200.48 CUI marking, DoD style guides) is preferred.
  • ITIL Foundation and/or PMP certification is a plus; required for Quality Assurance Manager and Senior Operations Research Analyst variants of this role.

Responsibilities

  • Prepare, review, and edit work products, including correspondence, memorandums, reports, policies, standards, procedures, guidelines, baselines, technical analyses, presentations, and security documentation for technical and grammatical correctness and adherence to approved style and formatting guidelines.
  • Develop and maintain Standard Operating Procedures (SOPs), Concept of Operations (ConOps), Task Performance Plans (TPPs), Work Instructions (WIs), and Documentation Style Guides for all functional areas under the program.
  • Support program management deliverables, including Kick-off Meeting Materials, Weekly and Monthly Program Status Reports, Monthly In-Progress Reviews (IPRs), Quality Control Plans, Personnel Contact Lists, and Staffing Schedules.
  • Maintain the Integrated Master Schedule (IMS) for tasks and projects, track risks and delays, and assist in tracking and reporting on enterprise IT-level projects and initiatives.
  • Coordinate kick-off meetings, executive briefings, working groups, governance boards, and panels; capture and distribute meeting minutes, attendance, do-outs, and outstanding items, typically within 48 hours of each meeting.
  • Maintain the master Personnel Contact List/roster across all functional task and subtask areas, including names, contacts, task assignments, mission-essential designations, and Government POCs.
  • Maintain training records, onboarding checklists, and CMIS / 8570 / 8140 compliance reporting for all contractor employees, ensuring required certifications and accesses are tracked monthly.
  • Maintain the program SharePoint site, deliverable repositories, and document libraries, ensuring all documents are versioned, marked, and stored in accordance with DoD and JSP requirements.
  • Support contract administration activities, including responses to Government requests for contractual actions, financial status reporting inputs, and Other Direct Cost (ODC) tracking.
  • Conduct internal quality reviews and inspections of deliverables prior to submission to the Government and track corrective actions to closure.
