About The Position

This position independently researches and develops recommendations for management, supports the implementation of customer-facing programs and projects, and leads Energy Services’ compliance tracking and reporting activities. Responsibilities include overseeing program and portfolio KPI tracking, analyzing performance data in Power BI and Microsoft Excel, among other tools, and producing reports that clearly communicate progress against targets. The role ensures adherence to current and emerging compliance requirements by coordinating with Legal, Internal Controls, Government Affairs, and internal and external auditors. It also evaluates, designs, documents, and implements regulatory, policy, and process changes, while effectively communicating updates to internal and external stakeholders.

Requirements

  • Bachelor’s Degree in Business or closely related field or an additional 2 years of relevant experience in lieu of a degree.
  • Three (3) years of experience in program management, data analytics, or related field
  • Moderate financial analysis, mathematical, and analytical skills.
  • Ability to work independently and self-supervised.
  • Adaptable and open-minded to new situations or directives.
  • Ability to synthesize moderately complex material, identify impacts to District interests, and present recommendations and summaries in a clear and concise manner to decision-makers.
  • Strong research and analytical skills and excellent written and verbal communications skills, including the ability to communicate technical information clearly to lay audiences both in writing and through public speaking.
  • Strong interpersonal skills and ability to interact with staff, vendors and professional service providers.
  • Current knowledge of applicable records retention laws, regulations, District policies and guidelines.
  • Works under general supervision.
  • Ability to determine most appropriate work methods.
  • Acts as a resource for colleagues.
  • Escalates unusual or complex issues to supervisor.

Nice To Haves

  • One (1) year of experience supporting demand-side management (DSM) or energy efficiency programs within a public utility or similar regulated environment, including working knowledge of applicable state and federal regulations governing program implementation
  • Familiarity with Washington State Legislation and governing bodies
  • Comprehensive knowledge of internal controls, audits, and regulatory reporting
  • Working knowledge of MSFT Excel and Power Bi

Responsibilities

  • Evaluate new laws and regulations to identify new compliance requirements.
  • Responsible for all compliance reporting functions within the Energy Services group, including developing and implementing processes and internal controls to ensure the appropriate information is submitted on time.
  • Responsible for working with other internal stakeholders during joint reporting periods.
  • Supports program and portfolio performance tracking and reporting functions.
  • Includes working with Power BI to design and generate reports to support effective management of programs.
  • Conducts analysis to support program implementation and decision making.
  • Administrator for regulations and policies; including the lead effort to develop and streamline data systems that maintain proper organization of data, processes, and maintenance of documentation
  • Serves as subject matter expert for program tracking and policy development for evolving existing programs and new programs with a focus on ensuring that all associated back-office processes and procedures are thought out, compliant with internal and external audit requirements, and are documented.
  • Assist in resolving operational and business process gaps by communicating effectively with diverse internal and external personalities and with various internal stakeholders, identifying issues, conducting research to find alternative solutions, making and assisting in the implementation of recommendations.
  • As an individual contributor, prioritizes and performs a broad range of moderately complex technical or professional work.
  • Solves day-to-day problems using established policies, regulations, or work rules.
