About The Position
The Program Manager oversees the administration, management, operations, coordination, and delivery of all consumer services for a LOFT Community Service Program, and its multiple locations, in accordance with the established philosophy and policies of LOFT and government regulatory agencies. The Program Manager is responsible for the overall direction, coordination, and supervision of staff, including training and development programs. The Program Manager establishes and maintains effective client and community relations, combined with a strong advocacy role to meet the varied needs of the program in liaison with LOFT Community Services. Back To Home Barrie is a supportive program for older adults facing complex challenges who are able to live safely in the community with access to subsidized housing and enhanced assisted living services. Our program specializes in supporting vulnerable older adults with complex physical and mental health challenges, addiction and/or cognitive impairment. Back To Home Barrie program is specifically designed to respond to each resident’s needs, so they can live safely and in good health in the community as they await for permanent housing and support.This program is a partnership with Simcoe Terrace Retirement Home, in which LOFT provides specialized personal support and one-on-one support services. Our program offers 24/7 care through our specialized Personal Support Workers (PSW), providing such services as assistance with personal care, essential housekeeping, laundry services, medication, support, escorts to appointments and medical assessment and treatment.
Requirements
- Post-secondary degree in Human Services or equivalent
- Minimum of 5 years of experience in direct service work.
- Minimum of 3+ years of experience in program administration/management including service delivery, program development, staff supervision, budget administration, and liaison with community partners.
- Experience in the planning and delivery of direct services in accordance with Psychosocial Rehabilitation Principles.
- Experience in facilitating and driving quality improvement and ensuring excellence in standards of service.
- Experience in the delivery of personal support services and services to seniors.
- Extensive knowledge and understanding of mental health and mental health initiatives and of the types of issues faced by disadvantaged adults including: substance abuse, racism, discrimination, homelessness, unemployment, and social isolation caused by lack of education, poverty, illness or age.
- Knowledge of the environmental, socio-economic conditions in the community, the social services provided by all three levels of government and of the services provided by other community agencies.
- Knowledge of the challenges of delivering community based supportive housing for consumers with special needs, vulnerable persons with special needs, mental health and socially disadvantaged individuals.
- Knowledge of Psychosocial Rehabilitation Principles (PSR) with the ability to put them into practice.
- Knowledge of the Tenant Protection Act, and tenant rights and obligations.
- Knowledge and understanding of statutes and regulations governing non-profit housing, social and health issues and fire/safety requirements
- Proven leadership experience with the ability to supervise senior staff and lead high-performing teams
- Strong management knowledge with the ability to effectively guide both individuals and program teams
- Strategic mindset with expertise in program planning, policy analysis, implementation, and evaluation
- Ability to build and maintain strong relationships with community partners, stakeholders, and external agencies
- Excellent communication, writing, presentation, and negotiation skills
- Strong project management and administrative capabilities
- Demonstrated ability to lead change, manage resources, and operate within complex environments
- Commitment to cultural competency, equity, and anti-oppression practices
- High emotional intelligence with strong interpersonal and relationship-building skills
- Advanced technical proficiency, including data systems, reporting, and information management

Responsibilities
- Lead the planning, development, and delivery of program services, ensuring alignment with organizational goals, funder requirements, and best practices.
- Establish operational structures, staffing models, and service standards.
- Recruit, supervise, and support union and non-union staff, fostering an inclusive, anti-racist, and high-performing work environment while overseeing training, performance management, and on-call coverage.
- Monitor program performance, ensure compliance with legislation and organizational policies, and oversee health and safety, infection control, and incident management.
- Oversee client service delivery, care planning, and advocacy, ensuring client-centered, responsive, and high-quality care while promoting client engagement and participation.
- Manage program budgets, monitor expenditures, support funding processes, and ensure financial accountability, including expense approvals and revenue tracking.
- Oversee accurate documentation, data management, and the use of technology to support decision-making and continuous improvement.
- Ensure proper maintenance, safety, and compliance of program facilities, equipment, and other organizational assets.
- Respond to community needs, maintain partnerships, and stay informed on sector trends impacting service delivery.
- Provide hands-on support as needed, including crisis intervention and client care, and perform additional duties as assigned.
