About The Position

Hatalom is seeking a Program Manager to serve as the primary contractor representative supporting Marine Corps University (MCU) and the College of Distance Education and Training (CDET). The Program Manager will provide overall leadership, contract oversight, customer engagement, quality assurance, and program execution support while serving as the primary interface with Government leadership. This position is responsible for ensuring successful execution of educational support services, coordinating program activities across multiple regions, and maintaining compliance with all contract requirements. This position is contingent upon contract award.

Requirements

  • Experience serving as a primary customer interface and managing Government contracts.
  • Demonstrated experience managing contract performance, schedules, deliverables, and customer relationships.
  • Experience overseeing geographically dispersed personnel and operations.
  • Excellent written and verbal communication skills.
  • Proficiency with Microsoft Office Suite and project management tools.
  • U.S. Citizenship.
  • Active Secret clearance (Tier 3 Investigation).
  • Ability to maintain eligibility for continued access to Government facilities and systems.

Nice To Haves

  • Project Management Professional (PMP) certification or equivalent program management credential.
  • Experience supporting Marine Corps University, TECOM, CDET, or other Marine Corps education and training organizations.
  • Prior Marine Corps or DoD academic program experience.
  • Experience managing educational, training, distance learning, or professional military education programs.

Responsibilities

  • Manage all aspects of contract performance, including cost, schedule, staffing, quality, and risk.
  • Oversee execution of CDET program requirements and ensure all deliverables are completed on time and in accordance with contract standards.
  • Coordinate seminar scheduling and execution activities with Regional Directors (RDs).
  • Prepare and submit monthly status reports and participate in Program Management Reviews (PMRs).
  • Conduct a minimum of one quality control visit annually to each regional site.
  • Manage Common Access Card (CAC) requests and related personnel access requirements.
  • Attend and support the annual faculty workshop, typically conducted during the summer and lasting approximately five days.
  • Prepare and deliver program status reports, briefings, and executive-level presentations.
  • Monitor contract performance and ensure compliance with all contractual requirements.
  • Maintain strong working relationships with MCU and CDET leadership.
  • Ensure customer satisfaction through proactive communication and issue resolution.
  • Supervise and evaluate contractor personnel.
  • Manage workforce planning and staffing requirements.
  • Ensure personnel possess required qualifications, certifications, and training.
