About The Position

The Program Manager (PM) is responsible for leading and overseeing the execution of complex technical and programmatic support services for Naval Information Warfare Center (NIWC) Service Centers, Research Development Test & Evaluation (RDT&E) networks, and Department of the Navy (DoN) enterprise initiatives. This role ensures the successful delivery of integrated solutions across architectural design, software development, network engineering, systems engineering, DevSecOps, and information assurance domains. The PM serves as the primary point of contact for the Government, ensuring contract performance, compliance, and alignment with mission objectives.

Requirements

  • Bachelor’s degree in Engineering, Information Technology, Computer Science, or a related field.
  • 10+ years of experience in program or project management supporting DoD or Navy programs.
  • Demonstrated experience managing large-scale IT and engineering efforts, preferably within NIWC, NAVWAR, or similar environments.
  • Experience with enterprise data centers, RDT&E environments, and DevSecOps pipelines.
  • Project Management Professional (PMP) or equivalent required.
  • Strong understanding of systems engineering and network architecture
  • Strong understanding of software development lifecycle (SDLC)
  • Strong understanding of DevSecOps practices and tools
  • Strong understanding of cybersecurity and RMF compliance
  • Strong understanding of cloud and enterprise data center environments
  • Active Secret Clearance (or higher) required.

Responsibilities

  • Lead end-to-end program execution across multiple technical domains including systems engineering, software development, and network operations.
  • Manage cost, schedule, and performance in accordance with contract requirements.
  • Serve as the primary liaison with the Contracting Officer (KO), Contracting Officer’s Representative (COR), and Government stakeholders.
  • Oversee support to NIWC Service Centers and RDT&E networks, ensuring high availability, security, and operational efficiency.
  • Direct engineering and transition activities for DoN Component Enterprise Data Centers (CEDC).
  • Provide leadership for DevSecOps pipeline implementation, integration, and continuous delivery processes.
  • Ensure compliance with DoN cybersecurity policies, Risk Management Framework (RMF), and information assurance requirements.
  • Oversee secure system architecture, accreditation, and continuous monitoring activities.
  • Manage cross-functional teams including architects, engineers, developers, and system administrators.
  • Allocate resources effectively to meet evolving program requirements and priorities.
  • Foster collaboration across geographically distributed teams and stakeholders.
  • Ensure all deliverables meet PWS and CDRL requirements.
  • Maintain compliance with reporting requirements, even in cases of changing or outdated communication channels (e.g., websites, email addresses).
  • Coordinate with COR/KO for updated access information when necessary.
  • Identify, assess, and mitigate program risks.
  • Implement quality assurance processes to ensure high standards of performance and deliverables.
  • Provide regular status updates, briefings, and reports to Government leadership.
  • Ensure transparency and proactive communication regarding program performance and issues.
