About The Position

The Program Manager (PM) oversees and provides day-to-day direction and guidance on contracted projects, managing performance, providing resources, and determining the approach required to meet stated requirements. The PM is responsible for the development and implementation of all planning activities associated with assigned projects using tools, methods, and processes considered industry best practices. In assuring requirements are met on assigned contracts, the PM oversees the submittal of all project Contract Data Requirements Lists (CDRLs). All PMs are involved in the development of new strategies, processes, and procedures, and are responsible for participating in the development of new opportunities. The PM is the assigned supervisor for all personnel assigned directly to the project and must have the ability to work with a wide range of professionals across different disciplines, including communicating directly with assigned Contracting personnel to ensure integration of efforts and full support to the customer.

Requirements

  • Bachelor's degree in Business Administration, Public Administration, or a project related degree such as Information Technology or Engineering, or a related degree; Master's degree preferred.
  • Ten years of prior experience working in a project related field, such as DoD or DoS. Experience should include increasing responsibility from managing individual projects to overseeing multiple projects or a portfolio of projects within a program.
  • Excellent verbal and written communication skills to clearly articulate insights and analysis to relevant stakeholders, and strong critical thinking skills.
  • Excellent organizational and planning skills.
  • Proficiency with the Microsoft Office Suite, including Word, Excel, PowerPoint, Outlook, and SharePoint.
  • Ability to work well with all levels of management and staff.
  • Must be able to obtain and maintain a Secret security clearance.

Nice To Haves

  • Program Management Institute Program Management Professional (PMP) certification, Federal Acquisition Certification for Program and Project Managers (FAC-PPM), or other acceptable program certification (preferred). The ability to obtain PMP certification within 6 months may be required.

Responsibilities

  • Lead, direct, and manage assigned project(s).
  • Review and approve projects and financial records and products.
  • Execute and refine a portfolio of program initiatives to meet organizational goals.
  • Ensure project personnel have the tools, training, and methods to perform assigned tasks and meet contractual requirements.
  • Develop and refine the scope of the program in response to evolving organizational and community context.
  • Support program initiatives with marketing copy, samples, market research, or other key data.
  • Develop Quality Assurance Programs for all products and services.
  • Prepare staffing plans, including skill and labor mix, to support contract operations.
  • May be responsible for recruiting, interviewing, and hiring staff.
  • Assign staff and provide technical direction as necessary to complete tasks.
  • Monitor contract, subcontract, and funding; prepare forecasts of program financial performance.
  • Develop and deliver required contract, departmental, project, and financial reports.
  • Ensure the successful technical, schedule, and cost performance of a major program, or multiple programs, through subordinate program and project managers, in accordance with contract requirements and company policies, procedures, and guidelines.
  • Develop, provide input, and submit for review documentation required to meet contract obligations.
  • Maintain and manage client interfaces with government decision makers.
  • Manage short and long range planning activities that include multi-year work plans that are the products of subordinate organizational projects and programs, and establish program objectives and units of measure for determining when objectives have been met.
  • Develop detailed plans, tasks, milestone dates, and schedules to ensure proper sequencing of events and tracking of processes and costs throughout the life cycle of the programs and projects.
  • Maintain adequate controls and accountability of property and resources assigned to the program.
  • Develop, review, and author proposals and strategies related to the program and related work.
  • Develop and present oral and technical solutions individually or as part of a group.
  • Perform other duties as assigned.
