About The Position

Crowned Grace International (CGINTL), a Service-Disabled Veteran-Owned and Woman-Owned Small Business, provides management consulting, workforce transformation, and mission support to federal and commercial clients. CGINTL is building a team to help a federal civilian agency’s Office of Acquisitions close a backlog of expired contracts, including cost-reimbursement contracts, IDIQs, and fixed-price and time-and-materials awards. The Program Manager leads the effort end to end, coordinating with Contracting Officers to establish the closeout plan and production targets, building and managing the team, resolving blockers, and ensuring that packages submitted to the Government are complete, compliant, and ready for signature. This is a virtual position that may require travel to outreach events and occasional work outside normal hours. The employee must be able to pass a government background investigation.

Requirements

  • Bachelor’s degree in business, public administration, or a related discipline.
  • 10 years of directly related experience, including 5 years managing federal acquisition, contract administration, or acquisition-support programs.
  • Project Management Professional (PMP) certification.
  • Thorough knowledge of FAR Parts 4 and 42 closeout requirements and the roles of the CO, COR, and contractor.
  • Ability to lead multidisciplinary teams to measurable production targets.
  • Skill in briefing senior Government officials and resolving issues across organizational lines.
  • Proficiency with project scheduling, metrics, and status reporting tools.
  • Ability to obtain and maintain a federal background investigation and PIV credential.
  • Must be able to pass a government background investigation.

Nice To Haves

  • Master’s degree.
  • FAC-C (Professional) or DoD Contracting Professional certification.
  • Prior management of a contract closeout or acquisition operations support program.

Responsibilities

  • Serve as the primary point of contact for the COR and Contracting Officers.
  • Lead kickoff meetings, weekly status meetings, and monthly program reviews; document Government direction and decisions.
  • Develop and maintain the integrated closeout plan.
  • Work with Contracting Officers to prioritize actions by age, contract type, dollar value, and risk; set burn-down targets and forecast completion.
  • Recruit, onboard, and assign staff; manage badging and PIV processing; evaluate performance; direct teammates; and adjust staffing as backlog volumes and Contracting Officer priorities change.
  • Identify blockers, including missing contractor releases, unsettled indirect rates, unreconciled unliquidated obligations, and non-responsive contractors, and escalate them with recommended courses of action.
  • Own the Quality Control Plan and enforce the inherently governmental boundary, safeguards for contractor proprietary and personal information, personal conflict-of-interest requirements, and limitations on subcontracting.
  • Deliver monthly status reports and contract deliverables, review invoices, and manage transition-in and transition-out.
