HII–Mission Technologies is seeking an experienced Program Manager to support Space Systems Command (SSC), System Delta 81 (SYD 81) in Colorado Springs, CO, with work potentially occurring at additional locations. This role oversees a multi year, firm fixed price (FFP) contract containing a technically complex portfolio of projects. The ideal candidate will bring strong leadership, strategic thinking, and extensive experience in defense and commercial contract management. Responsibilities include successful contract execution, client satisfaction, and delivering all projects on time and within budget. The role requires knowledge of multiple contract types—such as OTA, IAC MAC, and other contract vehicles—and supports the rapid integration of advanced technologies to meet government mission needs. The primary work location is Colorado Springs, CO.

Requirements

  • 8 years relevant progressive experience with Bachelors in related field; 6 years relevant progressive experience with Masters in related field; or High School Diploma or equivalent and 12 years relevant progressive experience.
  • Proven program management experience in defense or government contracting
  • Strong knowledge of defense industry standards, regulations, and contract requirements
  • Experience managing multi year contracts with $20M+ annual revenue
  • Demonstrated ability to manage multiple complex projects simultaneously
  • Strong leadership, communication, organizational, and time management skills
  • Financial management expertise in budgeting, forecasting, and cost control
  • Strong decision making, problem solving, and risk management capabilities
  • Ability to excel in a fast paced environment and adapt to shifting priorities
  • Active Top-Secret clearance with SCI eligibility (or ability to obtain/maintain)
  • Ability to work onsite near the customer location in Colorado Springs, CO

Nice To Haves

  • Experience in modeling, simulation, and LVC environments.
  • Experience in managing FFP contracts.
  • Experience managing Cost Plus Fixed Fee (CPFF) and Cost-Plus Award Fee (CPAF) type contracts.
  • Experience working in the Space domain or related fields, training, T&E, or operations – military or civilian.
  • Experience in Electrical Engineering, Software Development, and/or Systems Engineering, with a proven ability to deliver integrated, mission-critical solutions that span multiple technical domains.
  • Project Management Professional (PMP) Certification from Project Management Institute (PMI) or Defense Acquisition Workforce Improvement Act (DAWIA) Level III Program Management certification.

Responsibilities

  • Lead overall program strategy, planning, and execution for FFP and/or cost plus contracts
  • Serve as primary customer and end user point of contact, maintaining strong business relationships
  • Develop comprehensive project plans, including scope, schedule, budget, and resource allocation, in collaboration with project teams and key stakeholders.
  • Coordinate internal planning and execution of funds as well as coordination with Government customers throughout the Government Fiscal Year.
  • Effectively allocate and manage resources across multiple projects to optimize productivity and deliver results within defined constraints.
  • Identify and assess risks associated with the program and individual projects, developing mitigation strategies and contingency plans to minimize their impact.
  • Monitor project budgets, track expenses, and ensure adherence to financial guidelines, providing regular reports to stakeholders and implementing corrective actions as necessary.
  • Implement quality control measures and ensure compliance with contract requirements, industry standards, and regulatory guidelines to deliver high-quality deliverables.
  • Lead and motivate a diverse team of project managers, engineers, analysts, and other professionals – HII and subcontractor teams - fostering a collaborative and high-performance work environment.
  • Establish performance metrics and key performance indicators (KPIs) to monitor progress, track project milestones, and provide regular updates to stakeholders.
  • Ensure compliance with all contractual obligations, including reporting requirements, deliverables, and any applicable regulations or legal obligations.
  • Drive continuous process improvement initiatives, identify areas for enhancement, and implement best practices to streamline operations and increase efficiency.
