About The Position

Bowhead is seeking a Program Manager to lead the SCINET support contract in Stafford, VA. The Program Manager is responsible for leading a 50‑person contractor support team to successfully execute all requirements of a highly dynamic government contract. The team is comprised of engineers, logisticians, knowledge management professionals, and subcontractors. This role demands a proactive, highly present leader who can engage confidently across diverse personalities and experience levels, drive contract performance, manage financial health, and ensure seamless delivery of all contractual obligations. This position is 100% onsite.

Requirements

  • Bachelor’s Degree in IT-related discipline or eight (8+) years or more of practical experience in Program Management.
  • Program Management Professional (PMP) Certification or Certified Defense Acquisition Workforce Improvement Act (DAWIA) Advanced / level 2-3 in Program management.
  • Eight (8+) years’ experience in program management.
  • Six (6+) years’ experience with integration of IT, network infrastructure, and software access across multiple security levels.
  • Demonstrated leadership experience managing large, diverse technical teams.
  • Must currently hold a security clearance at the Top Secret/SCI level with the ability to obtain a Counter Intelligence Polygraph.
  • US Citizenship is a requirement for Top Secret clearance at this location.

Responsibilities

  • Lead and manage a multidisciplinary contractor support team of approximately 50 personnel, including subcontractors.
  • Serve as the primary interface with the government customer, maintaining proactive, high‑visibility engagement.
  • Oversee full contract execution, ensuring all requirements, deliverables, and CDRLs are met on schedule.
  • Manage the program’s P&L, budgets, and margin protection strategies.
  • Drive staffing strategies, including recruiting, onboarding, performance management, and workforce planning.
  • Brief senior government officials and represent the company in formal meetings and high‑visibility discussions.
  • Monitor evolving technical requirements and ensure the team adapts effectively to changing priorities.
  • Enforce company policies, mentor team leads, and foster a positive, accountable team culture.
  • Identify and mitigate program risks, including technical, staffing, and financial risks.
  • Ensure labor category compliance, subcontractor oversight, and adherence to all contractual and security requirements.
