About The Position

The Horizon Strategies HQM Program Manager serves as the primary interface with the Prime contractor’s Program Management Team to coordinate and manage HQM requirements in support of the program. This role is responsible for the administrative oversight, direction, and employment management of Horizon Strategies’ Highly Qualified Mentors, including recruiting, onboarding, and integration into Prime-directed and Prime-managed requirements. The Program Manager also oversees travel estimates and approvals, expense report submission, and day-to-day operational coordination to ensure HQMs are effectively supported and aligned with program objectives and client expectations.

Requirements

  • Administrative oversight, direction, and employment management of Highly Qualified Mentors.
  • Recruiting, onboarding, and integration into Prime-directed and Prime-managed requirements.
  • Overseeing travel estimates and approvals.
  • Expense report submission.
  • Day-to-day operational coordination.
  • Coordination of recruitment, onboarding, and employment oversight of Highly Qualified Mentors.
  • Integration of Highly Qualified Mentors into operational execution.
  • Submission of Prime PMO required reporting (Monthly Status Reports and Monthly Financial Status Reports).
  • Management of labor hours, travel authorization process, and time and expense reporting.
  • Ensuring compliance with contractual, security, and administrative requirements.

Responsibilities

  • Serve as Horizon Strategies’ primary interface to the Prime’s PM and Program Management Team for all matters related to the Taiwan HQM Program.
  • In conjunction with the Program DPM, coordinate the recruitment, onboarding, and employment oversight of Highly Qualified Mentors supporting the program.
  • Plan, coordinate, and oversee the integration of Horizon Strategies HQMs into operational execution directed by the Prime PM Team to meet USARPAC objectives.
  • Maintain the submission of Prime PMO required reporting to include Monthly Status Reports and Monthly Financial Status Reports.
  • Manage the allocation and execution of labor hours, the travel authorization process, and time and expense reporting submission for all HQMs.
  • Ensure compliance with contractual, security, and administrative requirements.
  • Perform other duties as assigned by Horizon Strategies leadership or the Prime contractor.
