About The Position

Independent Living, Inc. (ILI) is seeking a Program Manager (SUD) to provide leadership and oversight for substance use disorder and peer recovery services across the Mid-Hudson Region. This full-time, exempt position reports to the Regional Director of Peer Services and is based in Newburgh. The role involves supervising and developing program staff, supporting effective service delivery, coordinating program operations, and building collaborative relationships with community partners and state agencies. The Program Manager will also participate in community-based outreach and ensure services reflect recovery-oriented, harm reduction, trauma-informed, and peer support principles. ILI has been increasing access, encouraging self-determination, and advocating for the rights of people with disabilities throughout the Hudson Valley of New York since 1987. The organization is committed to empowering individuals to live independently and participate fully in their communities.

Requirements

At least two years of supervisory or management experience, preferably in substance use disorder, behavioral health, peer services, recovery, or a related field.
Personal experience with substance use recovery, either personally or through a family member or loved one, and the ability to appropriately share lived experience to support others.
A strong commitment to empowering individuals and supporting recovery in all its forms.
Experience leading, coaching, and developing staff.
Familiarity with community-based services and resources throughout the Mid-Hudson Region, including Orange, Rockland, Dutchess, Ulster, and Sullivan counties.
Knowledge of or commitment to harm reduction, trauma-informed care, recovery-oriented services, and peer support principles.
The ability to work effectively in community-based settings and travel regularly throughout the region.
A valid driver’s license and reliable transportation.
A commitment to completing Certified Recovery Peer Advocate (CRPA) training within six months, if not already certified.

Nice To Haves

A CRPA or New York Certified Peer Specialist credential.
Experience as a peer, peer supervisor, recovery coach, or in a similar role.
Knowledge of substance use disorder treatment, recovery, and harm reduction approaches.
Experience using Foothold/AWARDS or similar data systems.
An associate or bachelor’s degree in human services or a related field, or an equivalent combination of education and lived/work experience.
Bilingual Spanish/English language skills.

Responsibilities

Supervise peer recovery specialists, Family Support Peers, Program Assistant, and Recovery and Resource Navigator.
Participate in street outreach, harm reduction supply distribution, and community engagement activities alongside program staff.
Coach and develop staff in group facilitation, peer coaching, system navigation, recovery advocacy, and related service delivery practices.
Coordinate team meetings, training, and other activities that support effective program operations and staff development.
Ensure required documentation, data entry, reports, and program records are accurate and completed in a timely manner.
Develop and maintain relationships with community organizations, agencies, and stakeholders to promote recovery services and peer support.
Represent the program at external meetings, serve as a liaison with state agencies and community partners and facilitate monthly State Opioid Response (SOR) recovery meeting.
Promote inclusive, person-centered approaches to recovery, including harm reduction, medication-assisted treatment, 12-step programs, and other recovery pathways.
Travel regularly throughout the Mid-Hudson Region to support community-based services and outreach.
