About The Position

Professional Solutions Delivered, LLC (ProSoDel) is a total solutions provider for government and commercial customers in the areas of Program Management, Logistics, Organizational Change Management, Communications, Training, and Information Technology (IT) Support Services. We are currently seeking a Program Manager (Senior) to join our team of professionals in support of the Naval Sea Systems Command (NAVSEA), Engineering and Logistics Directorate (SEA 05).

Requirements

  • Bachelor's degree in engineering, Business Management, or a related field is required.
  • Minimum of ten (10) years of experience in program management is required.
  • Must be a United States Citizen
  • Must possess and maintain an active Secret clearance
  • Must successfully complete a background investigation and a drug screen in accordance with all federal, state, and local laws.

Nice To Haves

  • Twenty (20) or more years of management experience supporting the Department of Defense (DoD).
  • Experience supporting programmatic, administrative, financial, and Information Technology (IT) tasks/functions.
  • Post-graduate degree in a technical or management-related field preferred.
  • Project Management Professional (PMP) certification and/or DAWIA Level III Certification in Program Management preferred.

Responsibilities

  • Serve as the primary support to the SEA 05 Portfolio Management Office (PFO) and Program Management Office (PMO) for program and project management execution across SEA 05 programs and projects.
  • Develop, maintain, and utilize systems and processes supporting program/project oversight, management efficiency, and execution effectiveness.
  • Provide recommendations for improving program effectiveness, cost reduction, and management processes using Government lessons learned, survey data, and industry best practices.
  • Utilize Government administrative databases and IT systems, including Navy Enterprise Resource Planning (ERP) and Corporate Data Management System (CDMS), to support program execution and reporting.
  • Assess program and project management efficiency and effectiveness and recommend process improvements and performance metrics across SEA 05.
  • Assist with tracking compliance and adherence to applicable DoD, DON, SECNAV, OFM, and NAVSEA policies and guidance.
  • Support program and project planning activities, including review of Task Planning Sheets, Budget Submittments, Program Objective Memorandums (POMs), milestone schedules, Integrated Master Schedules (IMS), program reviews, acquisition plans, and installation program mountain charts.
  • Monitor and assess program plans to identify applicable policy and guidance requirements and recommend updates or revisions where appropriate.
  • Coordinate program budget reviews and assist with budget submission analysis, administrative support, amendments, revisions, and execution tracking in accordance with approved exhibits.
  • Provide support to SEA 05 Risk Management and Internal Control (RMIC) efforts, including annual assessments, AUMs, Statement of Assurance preparation, and associated documentation.
  • Support Program Executive Reporting, program health reviews, and program performance assessments for SEA 05.
  • Identify applicable Navy and NAVSEA program management competency requirements, standards, and guidance, and support the development, update, and distribution of program management tools and processes.
