About The Position

HealthRIGHT 360 is a nonprofit organization dedicated to providing accessible and comprehensive healthcare services to vulnerable populations, aiming to tackle systemic barriers and promote health equity. The Prototypes Housing Department specifically serves women and women with children through contracts for permanent housing and shelter beds, including a 32-unit affordable housing complex on the Pomona campus. The department offers case management and counseling, with referrals from various service providers and direct community contact. The Program Manager I is responsible for overseeing all aspects of program operations, leading and developing a high-performing team, ensuring staff are trained to deliver high-quality, culturally competent services, and adhering to regulations and budgetary constraints.

Requirements

  • Current First Aid and CPR certification or ability to obtain within 30 days of hire.
  • Valid California driver’s license and access to registered and insured transportation.
  • Option I: High school diploma or equivalent. At least 4 years of program management work experience. At least 3 years of experience supervising staff.
  • Option II: Bachelor’s degree in Health and Human Services, Social Work, Psychology, or other related field from an accredited university. At least 3 years of program management work experience.
  • Option III: Master’s degree from an accredited university. Current registration or licensure with California Board of Behavioral Sciences. At least 3 years of supervising direct service staff experience.
  • Cultural Sensitivity. Ability to interface well with diverse, disadvantaged populations while withholding judgment. Willingly open to learning and understanding different perspectives.
  • Program Management. Demonstrated ability to oversee program operations, ensuring safety, compliance, and quality standards are met.
  • Flexibility. Willingness to be available after hours and on weekends for emergencies and crisis management.
  • Regulatory Compliance Knowledge. Understanding of relevant regulations and policies to ensure program activities adhere to requirements.
  • Analytical Skills. Ability to conduct regular quality reviews and identify potential risks, develop mitigation strategies as needed.

  • Clinical Documentation. Proficiency in documentation management and compliance with legal and regulatory requirements.
  • Computer Literacy. Proficiency with Microsoft applications and EHR systems and ability to use Human Capital Management (HCM) such as Dayforce.
  • Capable of obtaining and maintaining a satisfactory background check.
  • Applicants must not be on parole or probation due to funding regulations.
  • Ability to meet health screening and tuberculosis testing requirements.
  • Ability to meet credentialing requirements, if applicable.

Nice To Haves

  • Alcohol and Other Drug Counselor or Substance Abuse Counselor Certification with a California certifying agency (CCAPP, CADTP, or CAADE) preferred.

Responsibilities

  • Oversee program needs such as safety, security, compliance, and accountability.
  • Available after hours and on weekends for emergencies and crisis management.
  • Ensure program activities and deliverables meet quality standards and adhere to relevant regulations and policies.
  • Lead staff meetings to discuss updates, issues, and policies.
  • Create, develop, maintain, and implement systems, policies, and procedures for all aspects of service planning, development, and linkages to other resources, in accordance with county contracts, performance requirements, treatment matrix, scope of work, or other program requirements as identified by the county.
  • Identify potential risks and obstacles to program success and develop mitigation strategies to address them.
  • Understand the organization’s strategic vision and find ways to implement and execute the vision at the program level.
  • Allocate resources effectively, including personnel, funding, and materials, to ensure successful program execution within budgetary constraints.
  • Ensure compliance with housing contracts (LAHSA, DHS, SAPC, and Pomona Housing Authority).
  • Ensure program compliance with tax credit contracts and Housing & Community Development (HCD) requirements and regulatory agreements.
  • Ensure work orders and other structural related matters for the complex are addressed in a timely manner by working collaboratively with the property manager.
  • Facilitate data collection, file audits, and periodic reports for all housing contracts.
  • Attend external meetings and events to learn about changes in housing services countywide and to represent the organization.
  • Assume ownership and ensure that any program or facility crisis is handled in an efficient and timely manner.
  • Ensure that all services are provided in an ethical and legal manner.
  • Ensure maintenance of quality client records.
  • Ensure that all staff provide strength-based, trauma-informed, and culturally competent services.
  • Oversee proper handling and transfer of documents and records, including Electronic Health Records (EHR) system management.
  • Develop systems to track client services and client compliance.
  • Conduct regular reports to monitor discrepancies, retention, productivity, and utilization, ensuring timely correction of any issues.
  • Ensure that program decisions are guided by a client-centered approach.
  • Ensure compliance with policies and procedures to manage risk.
  • Ensure compliance with all funding mandates.
  • Process monthly billing for programs/projects and other related reports as assigned.
  • Supervise matching and leverage services and contract requirements.
  • Ensure that all programs and projects stay within agreed budgetary limitations.
  • Manage staff and volunteers, including hiring, training, supervision, and performance evaluation.
  • Ensure all staff are trained on program policies, procedures, and practices.
  • Provide direct supervision and mentor to direct supervisory staff, offer feedback, and address deficiencies by implementing performance improvement plans and disciplinary actions, when necessary, in collaboration with Human Resources.
  • Identify direct reports’ strengths and weaknesses and strive to develop each team member to their fullest potential.
  • Deliver and arrange training and resources to ensure that staff are successful in their roles.
  • Ensure proper coverage of the program by creating work schedules and approving time away from work.
  • Deliver all communications necessary to all team members to remain current with HealthRIGHT 360’s policies and procedures and to inform them of quality-of-care concerns.
  • Maintain full compliance requirements for registration, certification, or licensure, if applicable.
  • Maintain regular communication with stakeholders, including clients, sponsors, internal teams, to provide updates on program progress, address concerns, and solicit feedback.
  • Attend and actively participate in assigned supervision.
  • Complete all assigned training in a timely manner.
  • Read and respond to emails when appropriate.
  • Perform other duties as assigned.
