About The Position

The Program Manager - New Construction will serve as the principal point of contact with the customer for all issues related to the construction of vessels. This role involves managing the customer relationship, reporting to the customer in terms of the contract, and managing any prime or sub relationships. The Program Manager will oversee the construction of vessels, manage resources to ensure delivery in accordance with cost, schedule, quality, and safety objectives, and manage contract administration, specifications, drawings, and regulatory requirements as they apply to ship construction. Key responsibilities include planning and scheduling, managing design and configuration, contract change management, overseeing procurement of materials and equipment, and ensuring the product is built to specification and regulatory requirements through classification and inspection authority relationships and test and evaluation programs.

Requirements

  • 4 year degree relating to engineering technologies preferred
  • 15 years of related experience and training
  • Proven record of military marine program management
  • A sound knowledge of the military marine construction industry
  • A proven track record with experience in the marine industry in engineering / fabrication / operation
  • Proven ability to set tasks for self and others
  • Ability to listen to staff and customers and act appropriately
  • Excellent communication skills
  • Ability to read, analyze, and interpret contracts, contract specifications, and major equipment specifications.
  • Ability to check own work
  • Must be able to obtain and maintain required Security Clearance.
  • Candidates must be able to provide proof of US Person status.

Responsibilities

  • Serve as the principal (single point of) contact with the customer for all issues.
  • Manage customer relationship.
  • Reporting to customer in terms of the contract.
  • Manage any Prime or Sub relationships that exist.
  • Oversee construction of vessels.
  • Manage resources to ensure delivery in accordance with cost, schedule, quality, and safety objectives.
  • Manage contract administration, specifications, drawings, and regulatory requirements as they apply to ship construction.
  • Manage planning/scheduling, including key event milestones, critical path analysis, and progress payments.
  • Manage estimating.
  • Manage design and configuration management, ensuring deliverables support the project schedule.
  • Manage all aspects of design, configuration management, document control, and production support.
  • Manage contract change management / control.
  • Perform contract performance reporting.
  • Oversee procurement of materials and equipment, including order placement, on-time delivery from suppliers, and quality assurance from suppliers.
  • Assist with identification and resolution of material and equipment issues.
  • Manage classification and inspection authority relationships.
  • Ensure the product is built to specification and regulatory requirements.
  • Oversee test and evaluation programs.
