We are seeking an experienced Program Manager to lead systems engineering, development, and integration activities supporting U.S. Navy (USN) shipboard and shore‑based integrated training systems. This role serves as the primary interface between HII and the government customer and is accountable for all aspects of program execution, technical integration, and stakeholder engagement. This position is based in Virginia Beach, VA. The Program Manager ensures successful delivery of complex naval training system capabilities by directing multi‑disciplinary engineering efforts, maintaining cost, schedule, and technical performance, and strengthening long‑term customer partnerships. This role directly influences program profitability, technical quality, and the readiness of integrated training systems across the Navy fleet.

Requirements

  • Degree in systems engineering, computer science, information systems, or a related scientific or technical discipline;
  • 6 years of relevant experience with a bachelor’s degree, 4 years with a master’s degree, or 10 years with a high‑school diploma/equivalent.
  • Progressive experience in program management, systems engineering oversight, or technical program leadership.
  • Minimum of 3 years of experience in the development, integration, delivery, or support of U.S. Navy training systems (e.g., LVC systems, shipboard trainers, or Navy training programs of record).
  • Knowledge of systems engineering processes, program management methodologies, and DoD acquisition practices.
  • Proven ability to manage complex technical programs while meeting cost, schedule, and performance requirements.
  • Experience with budgeting, scheduling, risk management, and technical review processes.
  • Familiarity with Agile or iterative development environments.
  • Ability to enforce quality, compliance, and process‑adherence standards across deliverables.
  • Experience collaborating with cross‑functional engineering and training development teams.
  • Strong stakeholder‑management and customer‑engagement skills.
  • Experience working with DoD customers and programmatic processes.
  • Strong written and verbal communication skills.
  • Current or active DoD SECRET security clearance.
  • DoD 8140 IAT Level II certification (e.g., CompTIA Security+, CySA+, CCNA‑Security, or equivalent).
  • Project Management Professional (PMP) certification, or ability to obtain within an employer‑specified timeframe.

Responsibilities

  • Lead and manage the operational and technical execution of ongoing engineering and integration projects, serving as the primary liaison among planning, engineering teams, subcontractors, line management, and government customers.
  • Define overall program scope, systems engineering approach, long‑range planning, and resource needs; negotiate priorities with internal and external stakeholders.
  • Establish program milestones and maintain strict adherence to master schedules; identify, assess, and resolve technical, schedule, and resource risks.
  • Monitor program performance, including cost, schedule, and quality metrics; prepare reporting artifacts; and develop solutions to maintain productivity and customer satisfaction.
  • Implement mechanisms for tracking technical progress, enabling proactive intervention and timely resolution of issues across functional teams.
  • Provide workload planning, resource allocation, and financial oversight for engineering, training, and curriculum development personnel.
  • Ensure all technical deliverables align with contractual, regulatory, and process‑compliance requirements.
  • Lead programs from inception through completion, ensuring consistent achievement of cost, schedule, and technical objectives.
  • Serve as the primary customer interface, conducting briefs, technical discussions, program reviews, and status meetings.
  • Identify opportunities to expand existing business and deliver enhanced value to government customers.
  • Lead, mentor, and support internal teams and subcontractors, ensuring effective communication, collaboration, and quality execution.
  • Drive continuous improvement and high‑performance standards across all program activities.
