About The Position

The Program Manager - Journeyman supports the execution of technical projects within the approved Acquisition Program Baseline (APB) in accordance with Department of Defense (DoD) 5000-series directives and Project Management Body of Knowledge (PMBOK) guidelines. Builds and maintains integrated schedules and program-health metrics, executes risk management, and develops acquisition documentation in support of Air Force Research Laboratory research portfolios under the direction of the Senior Program Manager.

Requirements

  • Bachelor's degree and an active Project Management Professional (PMP) certification.
  • Demonstrated DoD cost and schedule management experience commensurate with a Journeyman level.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Program Management certification; DAWIA Advanced/Level III to be obtained within 24 months of appointment.
  • U.S. citizenship required; no foreign nationals authorized (permanent residency does not qualify).
  • Able to obtain and maintain the clearance level required by the DD Form 254; complete security awareness and Level I Operations Security (OPSEC) training within 30 days.
  • Proficient in Microsoft 365 (Outlook, Word, Excel, OneNote, PowerPoint, SharePoint, Teams) and Adobe Acrobat; able to troubleshoot basic issues without supervision.
  • Effective oral and written communication; professional decorum; maintains cooperative working relationships.

Nice To Haves

  • Special Access Program (SAP) experience preferred; able to obtain SAP access as required.
  • Master's degree and experience with resource-loaded scheduling in Microsoft Project, earned-value and variance analysis, and DoD RIO risk management.
  • Hands-on MBSE and SysML experience in a Magic Cameo environment.

Responsibilities

  • Manage the execution of assigned technical projects within the approved APB in accordance with DoD 5000-series directives and PMBOK guidelines; support no more than five programs at any time.
  • Build and maintain a resource-loaded Integrated Master Schedule (IMS) in Microsoft Project, integrated with the program Work Breakdown Structure (WBS), and update it monthly.
  • Evaluate program health metrics (cost and schedule variance) and report status during Program Management Reviews (PMRs).
  • Execute a risk-management plan in accordance with the DoD Risk, Issue, and Opportunity (RIO) Guide, providing documented mitigation strategies for High or Moderate risks within five business days of identification.
  • Develop and manage acquisition documentation, including APBs, monthly and quarterly reports, milestone decision briefings, Request for Proposal (RFP) inputs such as Statements of Work (SOWs) and Contract Data Requirements Lists (CDRLs), source-selection strategies, and ESIS data analysis; deliver by the established suspense (default 10 business days) with no more than two returns for rework.
  • Populate and maintain Systems Modeling Language (SysML) models within the Magic Cameo Model-Based Systems Engineering (MBSE) environment, keeping data current within five business days of a Technical Review or Government-approved change notice.
  • Manage program communications and task management; track all suspenses in the designated Government enterprise tracking system, ensuring 100% of assigned taskers are answered by the required deadline.
