About The Position

The Program Manager Senior leads program-management execution for Air Force Research Laboratory research portfolios within the approved Acquisition Program Baseline (APB) in accordance with Department of Defense (DoD) 5000-series directives and the Project Management Body of Knowledge (PMBOK). Serves as the primary program-management authority for cost, schedule, performance, and risk; develops acquisition and source-selection documentation; and mentors Journeyman program managers to sustain portfolio health across the directorate.

Requirements

  • Master's degree.
  • Minimum of 10 years of DoD cost and schedule management experience.
  • Active Project Management Professional (PMP) certification.
  • Five (5) years of Special Access Program (SAP) experience.
  • Defense Acquisition Workforce Improvement Act (DAWIA) Advanced/Level III Program Management certification, to be obtained within 24 months of appointment.
  • U.S. citizenship required; no foreign nationals authorized (permanent residency does not qualify).
  • Able to obtain and maintain the clearance level required by the DD Form 254; complete security awareness and Level I Operations Security (OPSEC) training within 30 days.
  • Proficient in Microsoft 365 (Outlook, Word, OneNote, Excel, PowerPoint, SharePoint, Teams) and Adobe Acrobat; able to troubleshoot basic issues without supervision.
  • Effective oral and written communication; professional decorum; maintains cooperative working relationships.

Nice To Haves

  • Prior lead program-management role supporting a DoD research, development, or acquisition organization.
  • Demonstrated source-selection strategy development and MBSE and SysML portfolio management.

Responsibilities

  • Lead management of the execution of technical projects within the approved APB in accordance with DoD 5000-series directives and PMBOK; ensure no individual supports more than five programs.
  • Own the resource-loaded Integrated Master Schedule (IMS) in Microsoft Project, integrated with the Work Breakdown Structure (WBS); direct monthly updates and integrate program status across the portfolio.
  • Assess program health metrics (cost and schedule variance) and serve as the primary briefer during Program Management Reviews (PMRs) and milestone decision briefings.
  • Direct execution of the risk-management plan in accordance with the DoD Risk, Issue, and Opportunity (RIO) Guide; ensure documented mitigation strategies for High and Moderate risks within five business days.
  • Develop and quality-assure critical acquisition documentation, including APBs, milestone decision briefings, Request for Proposal (RFP) inputs, source-selection strategies and evaluation criteria, and ESIS analyses; deliver by suspense with no more than two returns for rework.
  • Direct population and maintenance of Systems Modeling Language (SysML) models in the Magic Cameo Model-Based Systems Engineering (MBSE) environment; ensure currency within five business days of a Technical Review or change notice.
  • Provide senior program communications and task management, ensuring 100% on-time tasker response; mentor and quality-check Journeyman program managers.
