About The Position

The Maryland Department of Juvenile Services (DJS) is dedicated to transforming young lives, creating safer communities, and fostering equitable systems. We are seeking passionate individuals for the role of Director of Quality Assurance (QA) (Program Manager III), so join our team and make a meaningful impact on youth and the community at DJS! The Director of the Quality Assurance Unit provides executive leadership and strategic oversight for the three audit teams: Facility, Field Operations/Technical Assistance, and Juvenile Services Education Program (JSEP), within the Office of the Inspector General, Maryland Department of Juvenile Services. This position manages and oversees the QA Unit, which is responsible for the development and implementation of a performance-based quality assurance process for DJS residential/committed treatment facilities, field operations, and JSEP. The QA Unit assesses programs to determine whether they are in compliance with all applicable federal, state, and departmental laws, regulations, and standards, while promoting youth safety, quality of services, and continuous improvement across the Department’s continuum of care. The QA process includes assessing compliance with program requirements, providing technical assistance, promoting continuous program improvement, and recommending systemic improvements. The Director of QA contributes to policy development, identifies and advocates for needed systemic improvements, and collaborates with leaders to strengthen DJS service delivery.

Requirements

  • Bachelor’s degree or advanced degree from an accredited college or university in Public Administration, Policy, Law, Social or Behavioral Sciences (such as Criminal Justice, Sociology, Psychology, Human Services/Human Development Child and Adolescent Studies, or Social Work).
  • At least five (5) years of managerial or supervisory experience at a professional services level in juvenile justice, human services, licensing, regulatory compliance, quality assurance, or program oversight.
  • Interpreting and applying statutes, regulations, policies and procedures.
  • Applied knowledge and understanding of the juvenile justice system, residential and community-based services, and youth education programs.

Responsibilities

  • Manages the development and revision of quality assurance tools that are used in the performance of facility, field, and JSEP audits to determine compliance with department policies and procedures, applicable laws and regulations, and best practices.
  • Coordinates the preparation, timely dissemination, and interpretation of quality assurance reports to DJS personnel and external stakeholders as appropriate.
  • Works with DJS administrative and program personnel to identify and implement quality improvement strategies and develop corrective action plans, provides technical assistance, and monitors program compliance through the corrective action process.
  • Compiles and analyzes audit data to report on trends of compliance and non-compliance for residential/committed treatment facilities, field operations, and JSEP and reports this information to the DJS Secretary and other key stakeholders.
