About The Position

FHI 360's Program Manager (PM) position provides program management oversight to several global health projects funded by the U.S. Government and other donors across a portfolio of countries within a geographic region. The projects span a range of technical focus areas, including HIV, global health security and outbreak response, maternal and child health, and malaria. The PM will serve as the main HQ point of contact on assigned country programs, supervise program staff in-country and be responsible for ensuring successful start-up, implementation and close-out in conjunction with in-country teams and other FHI 360 departments. The PM will lead project start-up, workplan and budget development (in collaboration with technical and finance staff), subaward development and review, compliance and programmatic monitoring and close-out. They will liaise with project offices related to program management and execution; ensure compliance with internal and external regulations; ensure completion of program while adhering to budget, scope, and schedule requirements. They will prepare and review presentations and support other related program objectives and deliverables. They will supervise Country-level Project Directors as assigned. This PM position is expected to support project activities in 3 - 5 countries in a specific geographic region. Portfolio assignments will be assigned based on language skills and regional experience, and may be adjusted based on funding level, needs and other project priorities.

Requirements

  • Bachelor's Degree or its International Equivalent in Civil Society, Communication and Social Marketing, Economic Development, Education, the Environment, Gender, Health, Nutrition, Research, Technology and Youth or Related Fields.
  • Typically requires a minimum of 8+ years of relevant experience with project management principles and practives, 2+ years of line management experience required.
  • Prior work experience in a non-governmental organization (NGO), government agency, or private organization.
  • Comprehensive knowledge of concepts, practices, and procedures with project management, process development and execution.
  • Strong knowledge of project management software and other technologies.
  • Strong negotiator and problem solver.
  • Excellent oral and written communication skills.
  • Demonstrated project and personnel management skills.
  • Ability to influence, motivate, and collaborate with others.

Nice To Haves

  • Project Management (PM) Certification preferred
  • Prior experience starting up new programs internationally preferred.
  • Previous experience working on global health projects including USG and PEPFAR supported programs preferred.
  • Professional proficiency (fluency preferred) in French or Spanish preferred.
  • International or domestic (US) program development or project management preferred

Responsibilities

  • Manages and oversees the development of projects from initiation to completion.
  • Manages capacity building of project staff in coordinating and managing the implementation of project activities, delivering quality and accountability.

  • Establishes a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project.
  • Determines the resources (time, money, equipment, etc.) required to complete the project.
  • Develops a schedule for project completion that effectively allocates the resources to the activities.
  • Builds and implements the best practices for performing all tasks.
  • Reviews the project schedule with senior management and all other staff that will be affected by the project activities; revises the schedule as required.
  • Determines the objectives and measures upon which the project will be evaluated at its completion.
  • Executes the project according to the project plan.
  • Authors reports on the project for management and for funders.
  • Communicate with funders as outlined in funding agreements.
  • Monitors and approves all budgeted project expenditures.
  • Monitors cash flow projections and reports actual cash flow and variance to senior management on a regular basis (monthly/bimonthly).
  • Manages all project funds according to established accounting policies and procedures.
  • Ensures that all financial records for the project are up to date.
  • Prepares financial reports and supporting documentation for funders as outlined in funding agreement.
  • Coaches, mentors, and manages project team to ensure quality, efficiency and compliance with project and company standards/policies.

  • Ensures that all project personnel receive an appropriate orientation to the organization and the project.
