About The Position

Oracle America, Inc. seeks a seasoned Business Operations Program Manager (Program Manager 4) to orchestrate complex, cross-functional initiatives within the OCI Data Center Design & Construction organization. The role operates at the nexus of Business Operations, HR, Finance, Data & Analytics, Recruiting, and Program Management, translating ambiguous leadership priorities into actionable plans and delivering results through influence, consensus-building, and data-driven decision making.

Requirements

  • Bachelor's degree in Business Administration, Management, Finance, Operations, Computer Science, or a related field.
  • Minimum 5 years of experience in business operations, strategy and operations, program management, or a related function, with demonstrated experience leading complex initiatives across multiple organizations.
  • Exceptional cross-functional collaboration, relationship-building, and influencing skills.
  • Demonstrated ability to lead through influence rather than positional authority.
  • Strong judgment and comfort operating in ambiguous situations where ownership, requirements, or solutions may initially be unclear.
  • Ability to build consensus among stakeholders with different objectives, incentives, and perspectives.
  • Strong business acumen and ability to understand the intersection of people, finance, operations, data, and organizational priorities.
  • Excellent written and verbal executive communication skills.
  • Strong analytical and problem-solving capabilities, including experience using data to frame problems and support decisions.
  • Ability to move fluidly between strategic thinking and hands-on execution.
  • Ability to manage multiple priorities in a fast-paced, dynamic environment without introducing unnecessary process.
  • Experience developing operating mechanisms, scorecards, KPI frameworks, dashboards, and executive reporting.

Nice To Haves

  • PMP, Scrum Master, or other relevant certifications preferred but not required. Demonstrated ability to deliver outcomes in complex environments is more important than adherence to any specific methodology.
  • 10+ years of experience in business operations, strategy and operations, program management, data center operations, or similar roles, including experience supporting senior leadership and complex organizations.
  • Relevant business, program management, analytics, or operational certifications are beneficial but secondary to demonstrated operating experience.
  • Experience operating across HR/workforce planning, Finance, Recruiting/Talent Acquisition, Data & Analytics, Program Management, and Business Operations.
  • Demonstrated success leading initiatives where execution depends on coordinating several specialized teams rather than directing a single organization.
  • Experience developing business cases, workforce plans, financial analyses, operating models, and executive decision frameworks.
  • Experience with cloud infrastructure, data centers, technology operations, or other complex, capital-intensive environments.
  • Strong financial and organizational acumen, including budgeting, headcount/workforce planning, forecasting, and performance management.
  • Ability to recognize when structure and process are necessary—and when flexibility, judgment, relationships, and rapid coordination will produce a better outcome.
  • A collaborative leadership style characterized by curiosity, diplomacy, credibility, and the ability to bring people together around a common objective without relying on formal authority.

Responsibilities

  • Lead complex initiatives requiring coordinated execution across Business Operations, HR, Finance, Data & Analytics, Program Management, Recruiting, and other functional and operational teams. Connect work across organizational boundaries and establish shared objectives, ownership, and execution plans.
  • Translate leadership priorities and ambiguous business problems into actionable plans. Determine what needs to happen, identify the right stakeholders, establish appropriate operating mechanisms, and drive initiatives from concept through execution without over-relying on established processes.
  • Build trusted relationships across functions and organizational levels. Use strong interpersonal skills, credibility, and business judgment to reconcile competing perspectives, build consensus, influence decisions, and move work forward without requiring direct authority.
  • Develop and implement operating strategies, business plans, decision frameworks, and mechanisms that improve organizational effectiveness. Identify opportunities to simplify work, remove friction, improve coordination, and enable teams to operate effectively at scale.
  • Manage multiple medium- to large-scale initiatives simultaneously, maintaining visibility into objectives, owners, dependencies, decisions, milestones, risks, and outcomes. Apply the appropriate level of structure to the problem rather than allowing process to become the objective.
  • Partner with data and functional teams to develop metrics, analyses, dashboards, and executive-level insights that clarify business performance and support decision-making. Translate data into actionable recommendations rather than reporting metrics in isolation.
  • Identify gaps, dependencies, risks, and organizational friction before they become execution failures. Navigate unclear ownership and incomplete information, bring the appropriate teams together, and facilitate pragmatic solutions.
  • Develop concise executive communications, operating reviews, recommendations, and decision materials. Clearly distinguish facts, assumptions, risks, decisions, and required actions so leaders can make informed decisions quickly.
  • Coach and mentor team members and cross-functional partners. Foster a collaborative operating environment built on accountability, trust, constructive challenge, and shared outcomes.

  • Paid time off: Flexible Vacation is provided to all eligible employees assigned to a salaried (non-overtime eligible) position. Accrued Vacation is provided to all other employees eligible for vacation benefits. For employees working at least 35 hours per week, the vacation accrual rate is 13 days annually for the first three years of employment and 18 days annually for subsequent years of employment. Vacation accrual is prorated for employees working between 20 and 34 hours per week. Employees working fewer than 20 hours per week are not eligible for vacation.
