About The Position

The Municipality of Chatham-Kent has an opening for a temporary full-time Program Evaluator in the Housing Services division. This temporary full-time opportunity is for a period up to July 2027. The Program Evaluator provides information and support to the management team, program staff, and their community partners, in the planning, implementation, and evaluation of programs and services. The Program Evaluator crosses program areas and has enhanced responsibilities related to social planning, program planning and evaluation, research and knowledge exchange, policy development and community capacity building. The Program Evaluator works within a multi-disciplinary team and with program staff to participate in the planning, coordination, implementation, and evaluation of evidence-based poverty reduction, homeless prevention and income support strategies in the assigned program areas.

Requirements

  • Master's degree in a Social Work, Evaluation, Social Science related discipline, with six months to two (2) years of related experience
  • Demonstrated experience in program planning, evaluation, and policy work, particularly related to poverty reduction, housing and homelessness prevention programs
  • Strong understanding of Municipal and Provincial social service programs and related legislation; interrelationships between various levels of government; political awareness; thorough knowledge of factors affecting social well-being and quality of life including issues of poverty, access, homelessness and preventative services and programs.
  • Knowledge of service planning and community development theories and practices
  • Technical expertise in the application of quantitative and qualitative evaluation methods, including data collection and analysis, report writing, and project management to support and lead program planning and evaluations
  • Demonstrated excellence in interpersonal, organizational, teamwork, and time management skills
  • Demonstrated superior written and communication skills
  • Demonstrated ability to prioritize and complete multiple tasks
  • Strong interpersonal, teamwork, and relationship building skills to develop and maintain partnerships and collaborations with program team members and external stakeholders as required
  • Ability to work independently
  • Ability to perform literature searches, reviews, and critically appraise and synthesize evidence
  • Demonstrated computer and research skills including data analysis software
  • Strong computer skills, specifically Microsoft Office (Word, Excel, PowerPoint, Outlook) (or other similar software program)
  • Valid Province of Ontario driver's license with a reliable motor vehicle is necessary.
  • Successful candidates will be required to complete a background check prior to commencement of employment. A background check may include the following: education/certification verification and employment reference check. Because of the environment this position will be working in, the successful candidate will be required to furnish an original Police Information Search (Vulnerable Sector Check) prior to commencement of employment.

Responsibilities

  • Provides expert guidance and leadership in coordinating program support, research, analysis, guidance, financial impact and overall coordination for key events, projects and initiatives in collaboration with internal and external resources, enabling the Directors and Managers to make informed decisions for effective program administration.
  • Ensure continued program funding is maintained through the establishment, tracking, analyses and attainment of outcome and data provision obligations in accordance with Federal and Provincial program guidelines.
  • Consult with program staff on the need for, and the design and implementation of program evaluations, including needs assessments, and liaises and solicits advice from the epidemiologist regarding assessment, surveillance, and evaluation activities conducted within a team or program.
  • Ensure results of internal program evaluations are documented and disseminated appropriately.
  • Conduct quality assessments including data integrity and provide recommendations to enhance quality outcomes and assist in the identification of best practice knowledge and evidence to aid in program planning.
  • Conduct research and literature reviews relating to human services, including quantitative and qualitative analysis.
  • Identify and analyze trends in the provision of housing, homelessness, childcare, social assistance, employment services, as well as broader social, political and economic information.
  • Provide interpretation of proposed Provincial and Federal legislation, program guidelines and/or policies and makes recommendations to these policies (based on understanding of local human services).
  • Author reports, briefing notes, position papers and presentations based on research and analyzes results.
  • Make recommendations related to funding, strategic plans, long-term goals and human services policies; support program and policy development with relevant data and literature.
  • Facilitate learning of clients, co-workers, a team, the organization, and other health professionals.
  • Facilitate meeting discussions with inter-intra-departmental and external stakeholders and addresses potentially contentious issues
  • Help create a culture where prevention strategies and programming are evidence and outcome based.
  • Frame human services issues and integrate relevant data with a critical interpretive lens.
  • Develop implementation plans taking into account relevant evidence, legislation, risk management frameworks, regulations and policies.
