About The Position

INNOVIM seeks a Scholarship Support Specialist to support NOAA’s Ernest F. Hollings Undergraduate Scholarship Program under the José E. Serrano Educational Partnership Program (EPP) with Minority Serving Institutions (MSI). This position is contingent upon the successful award of the contract. Location: Onsite Silver Spring, MD Relocation Assistance: NONE

Requirements

  • Must have a Ph.D. in Education Evaluation
  • Must have a strong knowledge of quantitative and qualitative evaluation methods and analysis techniques (a non-related degree with substantial work experience in Education Evaluation may substitute).
  • Must have at least 10 years in conducting evaluations of education programs; planning and implementing evaluation systems for large organizations or agencies; and with the development of logic models for education programming.
  • Experience with portfolio analysis of diverse program offerings including grants, educator professional development and training, and educational outreach programs; with implementing best practices in evaluation of formal and informal science education; and with design and implementation of various evaluation methodologies and survey techniques in formal and informal science education settings.

Responsibilities

  • Consults with individual NOAA education programs on appropriate frameworks for monitoring and evaluation of their education efforts. Reviews monitoring and evaluation data of individual programs and provides expert advice on assessment of their performance, including specific recommendations for improvement and program re-design.
  • Lead and/or support internal monitoring and evaluation needs of the Hollings and EPP/MSI programs
  • Draft or update logic model and logic model narratives, as needed, to outline program process, activities, measures, and outcomes
  • Develop monitoring and evaluation plans for the Hollings and EPP/MSI programs, developing data collection processes and facilitating Paperwork Reduction Act clearance, as needed
  • Identify and analyze trends and barriers in the undergraduate scholarship application process through the following activities:
  • Participation in scholarship application review
  • Participation in scholarship application meetings
  • Examination of scholarship application responses and completion data
  • Review and analysis of formal and informal data from application reviewers
  • Design and administer exit surveys for Hollings and EPP/MSI USP programs to collect data on exiting scholars’ final program impressions, post-graduation plans, and opinions about joining NOAA workforce
  • Revise and administer Hollings and EPP/MSI USP orientation and symposium surveys to collect data on impact of program activities
  • Streamline process for updating and validating graduation status in the Student Tracker database for Hollings alumni
  • Clean and maintain the Student Tracker database for Hollings scholars and alumni
  • Advise Hollings and EPP/MSI programs of process improvement recommendations based on evaluation findings
  • Prepare presentations and reports to communicate findings and share results with OEd leadership, NOAA education community, and external audiences
  • Represent the Hollings and EPP/MSI programs at an estimated 1-3 national conferences per year.
