About The Position

INNOVIM seeks an Education Strategic Planning Specialist to support NOAA’s Education Council/Inter- and Intra-Agency Education Coordination Program. This position is contingent upon the successful award of the contract. Location: Onsite Silver Spring, MD Relocation Assistance: NONE

Requirements

  • Excellent oral and writing skills
  • Demonstrated knowledge of earth systems, ocean, weather, climate, and place-based science and education efforts.
  • Experience with data collection from multiple sources and development of reports summarizing this information.
  • Experience with strategic planning and with analytical methods and techniques for assessing and evaluating program development and execution.
  • MA or MS degree in NOAA-related fields and 8 or more years of experience.

Nice To Haves

  • Ph.D. degree in NOAA related fields preferred.

Responsibilities

  • Co-leads the implementation of NOAA’s Education Strategic plan with Senior Education Evaluator.
  • Convenes and leads communities of practice and working groups focused on specific educational approaches or audiences.
  • Represents NOAA educational in inter-agency education efforts.
  • Coordinate and facilitate 11 Education Council meetings.
  • Coordinate and facilitate 11 Education Council Coordinating Committee meetings.
  • Lead 24 pre-briefings to prepare Chair and Co-Chair of the Education Council for monthly meetings.
  • Lead 24 Education Council Support Group meetings.
  • Lead 2 Council-wide strategies in the FY 2021 NOAA Education Implementation Plan.
  • Maintain and update over 50 NOAA Education Council web pages.
  • Coordinate 5-year strategic planning process for NOAA Education.
  • Manage publication of strategic plans and implementation plans.
  • Manage Unified Data Call for submission of annual education common measures from the 16 Education Council member programs.
  • Provide at least 32 consultations with Education Council programs and other members of the NOAA Education Community.
  • Oversee budget formulation for the Office of Education.
  • Respond to at least 3 budget data requests related to education.
  • Manage annual reporting to the Office of Management and Budget and White House Office of Science and Technology Policy for the Federal Coordinating Committee on STEM Education.
  • Coordinate at least 8 quarterly meetings for 2 communities of practice for the NOAA Education community.
  • Coordinate Council member participation for 2 working groups related to NOAA-wide D&I Actions.
  • Support implementation of hiring authorities for alumni of NOAA student opportunity programs, including 2 annual hiring campaigns.
  • Develop the Annual Operating Plan for the Office of Education.
  • Develop presentation materials for the Director of Education, including an estimate of 2 briefings for the NOAA Executive Panel.
