About The Position

Breaking Ground operates nearly 4,000 units of housing across New York City, along with housing in upstate New York and Connecticut. Supportive housing - affordable housing paired with services designed to help people maintain their homes for the long-term - is widely recognized as a proven and cost-effective solution to chronic homelessness. Breaking Ground's programs and services help people experiencing street homelessness - especially those who have been on the streets the longest - to come indoors. Through our Street to Home outreach program and transitional housing resources, we help people get, and stay, on the path to a permanent home. Reporting to the Assistant Vice President, Programs, the Program Director, Tenant Success Services provides strategic, clinical, and operational oversight of Breaking Ground’s Tenant Success Services portfolio. The Program Director supervises Clinical Coordinators and Program Coordinators delivering time-limited, housing-focused services using a Critical Time Intervention (CTI)-informed model. Tenant Success Services supports individuals and families transitioning from shelter into permanent housing across multiple boroughs. The Program Director ensures services are high-quality, trauma-informed, and outcomes-driven, with a focus on housing stability, tenant engagement, and long-term housing retention. The Program Director is responsible for program performance, staff development, compliance, and cross-departmental collaboration.

Requirements

  • Bachelor’s degree required
  • Minimum of 5 years of supervisory experience, including oversight of multidisciplinary teams
  • Experience working with individuals experiencing homelessness or housing instability
  • Strong clinical skills, including crisis intervention, de-escalation, and assessment
  • Familiarity with Critical Time Intervention (CTI) or similar evidence-based models required
  • Demonstrated ability to manage multiple sites and competing priorities
  • Excellent written and verbal communication skills
  • Strong organizational, problem-solving, and leadership skills
  • Proficiency in Microsoft Office Suite and database systems
  • Ability to travel throughout NYC boroughs as needed
  • CPR and Naloxone certification (or willingness to obtain)

Nice To Haves

  • Master’s degree in Social Work or related field preferred (LMSW/LCSW preferred)
  • Valid NY, NJ, CT, or PA driver’s license with a good driving record, as defined by Breaking Ground is preferred

Responsibilities

  • Provide leadership and oversight of day-to-day program operations across multiple sites; troubleshoot challenges and implement effective solutions
  • Supervise Clinical Coordinators and Program Coordinators, providing ongoing coaching, performance management, and professional development
  • Ensure service delivery aligns with CTI-informed practices, including intake, assessment, service planning, and case closure
  • Support staff in managing complex cases, crisis intervention, and de-escalation
  • Oversee case conferences, case reviews, and ensure high-quality documentation and timely data entry
  • Manage caseload distribution and ensure equitable and effective service provision across sites
  • Monitor program outcomes and utilize data to drive continuous quality improvement
  • Ensure compliance with all funder requirements, contracts, audits, and regulatory standards
  • Oversee accurate reporting of program metrics, including participant engagement, service delivery, and outcomes
  • Collaborate with Property Management, Clinical, Compliance, Finance, and other internal departments to support program success
  • Build and maintain relationships with community partners, government agencies, and external stakeholders
  • Support hiring, onboarding, and training of staff, fostering a culture of accountability and collaboration
  • Ensure the development and implementation of tenant engagement activities, groups, and programming
  • Travel between program sites as needed to provide supervision and operational support
  • Perform other related duties as assigned
