About The Position

The North Carolina State Highway Patrol's Investigative Services Unit is seeking a Program Coordinator III to join our Team! The Program Coordinator III for the NC State Highway Patrol's Investigative Services Unit (ISU) Dealer Section will review dealer and sales representative applications and renewal packets for accuracy, completeness and potential fraud, perform and review background checks on new and prior licensed dealer and sales representative and process and issue dealer licenses, sales representative licenses, dealer plates, temporary markers and process renewal packets, assess compliance with child support, scan processed work, and present testimony and evidence during licensing board meetings, and support ISU members with investigation.

Requirements

  • Bachelor’s degree from an appropriately accredited institution AND two (2) years of experience related to the area of assignment; OR an equivalent combination of training and experience.
  • Working knowledge of standard office equipment including, but not limited to: computers, printers, telephones, fax machines, scanners, remote deposit capture bank systems, calculators, and copiers.
  • Working knowledge and proficiency in Microsoft Office applications and relevant internet-based platforms used for licensing, regulatory compliance, and permitting processes across various industries.
  • Basic knowledge of accounting practices specific to money management.
  • Knowledge of North Carolina General Statutes and Administrative Code pertaining to automotive dealership licensing and operation, industry-specific rules and regulations, and relevant departmental and divisional policy and procedures.
  • Experience interpreting and explaining policy and procedures, rules, regulations, and/or laws to a diverse clientele.
  • Experience working in a team environment, collaborating, communicating, and meeting shared goals.

Nice To Haves

  • Basic knowledge of State Highway Patrol operations and polices.
  • Experience with programs used by members assigned to the Dealer Section, e.g. STARS, SADLS, INova, OneDrive, MS Outlook, Adobe Acrobat Pro, MS Teams, Remote Deposit Capture, etc.
  • Prior experience reviewing DCI background checks.

Responsibilities

  • Review dealer and sales representative applications and renewal packets for accuracy, completeness and potential fraud.
  • Perform and review background checks on new and prior licensed dealer and sales representative.
  • Process and issue dealer licenses, sales representative licenses, dealer plates, temporary markers and process renewal packets.
  • Assess compliance with child support.
  • Scan processed work.
  • Present testimony and evidence during licensing board meetings.
  • Support ISU members with investigation.
  • Handle complex questions from citizens, dealers and sale representatives Transportation Network Company operators, other state agencies, law enforcement officers, the Division of Motor Vehicles, and State Highway Patrol employees through electronic means, telephone, and in-person interactions.
  • Cite statutory requirements and provide interpretations of the North Carolina laws, codes and agency policies that govern dealer licensing.
  • Complete the daily deposit and rectify any exceptions, if present, and maintain all records and files.
  • Manage, assign, and order dealer license plate inventory for the Unit assigned Branch.
  • Manage the hearing decision orders and civil penalty assessment process for dealers and sales representatives.
  • Permit Transportation Network Companies complete and maintain backlog reports.
  • Assist in law enforcement investigations.
  • Manage all incoming mail, sort and stuff renewal packets (monthly) and separate and stuff dealer and sales representative licenses daily.
  • Review and proofread documents sent to the Dealer Section for accuracy and completeness in conformance with North Carolina laws, codes and agency policies that govern dealer licensing.
