About The Position

Leidos is seeking a Program Construction Manager to join the Antarctic Support Contract (ASC) team. This role involves planning and executing multi-disciplinary construction projects in support of US Antarctic Program (USAP) locations. The Program Construction Manager will oversee all construction managers and activities across ASC stations, coordinate with other functional areas and subcontractors, and manage construction superintendents, supervisors, and tradespersons. Responsibilities include overseeing subcontracted construction, ensuring compliance with specifications, schedules, and quality standards, and having overall responsibility for the successful execution of construction activities for all Capital and minor recap projects. Deployment to Antarctica may be necessary for 1-5 months per year, requiring successful completion of physical and dental examinations. US Citizenship and a Public Trust security clearance are required.

Requirements

• A bachelor’s degree with at least 8+ years of relevant experience, or equivalent work experience in lieu of a degree.
• 6+ years of construction supervision experience.
• Experience executing construction projects in remote and logistically challenging locations.
• Experience managing field crews and coordinating multiple subcontractors simultaneously.
• Experience supervising trades employees.
• Project construction schedule development experience.
• Project cost estimating/validation experience.
• Experience managing field changes, quality control inspections, final punch lists, progress reporting, and other activities supporting final completion.
• At least 5 years’ experience in procurement and subcontracts management, including various contracting types, negotiations, development of SOW’s, RFI’s, and RFP’s, and selection of vendors.
• US Citizenship is required.
• Must obtain a Public Trust security clearance prior to starting.

Nice To Haves

• At least 5 years’ experience supporting or leading state or federal government projects.
• At least 5 years’ experience in the use of Earned Value Management.
• Experience working in a matrixed organization of Project Managers, Construction Managers, Engineers, Estimators, Project Controls, and Drafters.
• Experience developing and reviewing project schedules for completeness and accuracy.
• Primavera and Microsoft Project experience preferred.
• PMP Certification

Responsibilities

• Supervise ASC construction staff, including Construction Managers, ensuring they are trained and following processes and procedures.
• Interface with project managers to coordinate field schedules, resolve issues, lead negotiations for change orders, and ensure efficient phasing.
• Collaborate in the development and review of upcoming construction efforts.
• Lead constructability aspects throughout the project lifecycle.
• Perform planning and estimating for construction estimates, schedules, and procurements, including schedule development support, design reviews, constructability reviews, and material take-offs.
• Ensure ASC construction has policies and procedures based on industry practices that promote a safe work environment and quality product.
• Ensure subcontractors perform according to design, safety, and quality aspects outlined in construction execution plans and contracts.
• Serve as a leader in problem-solving, field execution facilitation, communications, and continuous safety and quality process improvement.
• Partner with Mission Assurance to strengthen the safety and quality culture and improve safety performance within ASC construction activities.
• Maintain alignment with Area Managers, Functional organizations, and subcontractors on site work plans and required resources.
• Ensure construction staff coordinates and plans for the availability of equipment, tools, and materials for self-perform scopes of work.
• Support change control during the construction phase and manage budgets tied to construction activities.
• Participate in project meetings to monitor progress, implement procedures, ensure compliance with specifications and standards, and ensure safety procedures are followed.
• Ensure accurate and timely reporting of project progress and construction schedule updates.
• Ensure clear, concise, and timely documentation of construction activities from all Construction Managers.
• Support continuous improvement of project execution through KPIs and performance standards enhancements.
• Act as the technical manager and signatory authority for the ASC Construction Management Staff cost control account and other accounts.
• Develop training requirements for staff and oversee implementation.
• Communicate professionally with subordinates regarding job requirements, projects, quality standards, and safety practices.
• Perform other duties as required.
