About The Position

RWD Consulting, LLC is seeking Program Assistants to provide administrative, clerical, and program support assistance in meeting the requirements of the Public Diplomacy Modernization Act of 2021. This role involves supporting the Director of Public Diplomacy Research and Evaluation in organizing and overseeing audience research, digital analytics, and impact evaluations. The position also requires supporting diplomatic posts, sharing information within the Department and with other Federal agencies, and drafting reports. Specific duties include assisting in the implementation of the FY21 National Defense Authorization Act, developing systems for research and evaluation coordination, creating a knowledge management platform, and synthesizing input from various bureaus and agencies. The role also involves preparing written reports, ensuring efficient dissemination of information, and staying updated on relevant policies and regulations.

Requirements

  • A Bachelor’s Degree is required
  • Current active SECRET Security clearance
  • Proven ability to analyze program papers and proposals in order to ensure consistency with established guidance and commitments
  • Proven ability to analyze and evaluate information derived from a variety of sources
  • Experience compiling and synthesizing information for use by decision makers
  • Experience utilizing analytical and evaluative techniques to identify, consider and resolve issues or problems for management
  • Experience communicating both orally and in writing to senior managers within and outside of the Department/Office, ideally on research or foreign affairs matters
  • Proven ability to liaise across U.S. government bureaus and offices
  • Exceptional written and oral communication skills
  • Fluency in modern technology collaboration tools including G Suite, Slack, etc.
  • Proficiency in Microsoft Office suite
  • Ability to approach problems analytically and holistically, considering the individual problem and the impact on the larger system
  • Adaptability to work flexibly and efficiently in a rapidly changing environment
  • Demonstrated curiosity in continued learning and growth on the job
  • Openness to critique (including from other disciplines), curiosity to learn from a spectrum of perspectives, and experience or strong interest in collaborating closely with others

Nice To Haves

Responsibilities

  • Serve as Research/Policy, Planning, Resources (R/PPR) action officer on implementation of the Public Diplomacy Modernization Act of 2021.
  • Support the Director of Public Diplomacy Research and Evaluation in organizing and overseeing audience research, digital analytics, and impact evaluations across all public diplomacy bureaus and offices of the Department.
  • Support diplomatic posts in the conduct of audience research, monitoring, and evaluation.
  • Share appropriate public diplomacy research and evaluation information within the Department and with other appropriate Federal departments and agencies.
  • Draft the biannual report to the Advisory Commission on Public Diplomacy Subcommittee on Research and Evaluation.
  • Assist the Director in convening Department bureaus and offices to meet the requirements of Section 5603 of the FY21 National Defense Authorization Act.
  • Assist the Director in the design, development, and implementation of systems and processes to coordinate and oversee public diplomacy research and evaluation.
  • Assist the Director in the design, development, and deployment of a knowledge management platform for sharing public diplomacy research and evaluation information across the Department, as well as mechanisms for sharing information with other appropriate Federal departments and agencies.
  • Assist the Director by coordinating, consolidating, and synthesizing input from Department bureaus and agencies on public diplomacy research and evaluation efforts.
  • Prepare detailed written reports concerning the status of research and monitoring and evaluation efforts utilizing information management systems/databases to retrieve requested data.
  • Draft Department input to the biannual report to the United States Advisory Commission on Public Diplomacy Subcommittee on Research and Evaluation.
  • Support efforts by the Director to ensure that research and evaluation findings are integrated into public diplomacy strategic planning and resource prioritization.
  • Ensure efficient dissemination and timely flow of correspondence, actions, guidance, policy, and information and good communication between Department research and evaluation units.
  • Ensure memoranda and other correspondence for information, approval, or clearances received are directed promptly through appropriate channels and meet appropriate deadlines and formats.
  • Keep abreast of new policies, procedures, regulations, directives, etc. that impact the efficiency to meet legislative mandates.
