About The Position

The Appalachian Regional Commission (ARC) is seeking a Program Analyst to join the Critical Infrastructure Team. This role will focus on reviewing and managing a portfolio of federal grant projects related to physical infrastructure (water, sewer, gas, electricity, broadband, etc.), downtown redevelopment, and natural/cultural asset development. The analyst will collaborate with communities and state partners to enhance the deployment of grant funds for critical infrastructure investments and develop innovative strategies and partnerships to promote smart technologies and entrepreneurial approaches to improving the region’s infrastructure.

Requirements

  • Solid experience in community economic development, with an emphasis on rural areas and an appreciation for barriers in rural areas and an ability to creatively pursue solutions suited to low-income rural areas.
  • Demonstrated experience in one or more of the following areas: industrial site development, downtown/Main Street development, tourism development, outdoor recreation, renewable energy and power production development, broadband deployment, and brownfield development.
  • Adept in the grants management processes and techniques consistent with sound business and industry practices.
  • Ability to thrive in a collaborative environment; bring an energetic and innovative approach to work.
  • A bachelor’s degree or higher degree in a related field.
  • Two years of work experience in one of the subject matter areas listed above, and with full life cycle grants management.
  • Successful completion (prior to hire) and maintenance of background security review.
  • Ability to travel (25%) and must possess a valid driver’s license.

Responsibilities

  • Reviewing and managing a portfolio of federal grant projects related to physical infrastructure (water, sewer, gas, electricity, broadband, etc.), downtown redevelopment, and natural/cultural asset development.
  • Collaborating with communities and state partners to improve deployment of grant funds towards critical infrastructure investments.
  • Developing innovative strategies and partnerships with key organizations to advance smart technologies and entrepreneurial approaches to improving the region’s infrastructure.
  • Monitoring and administering assigned grants.
  • Developing specialized agreements for grants.
  • Facilitating diverse groups and individuals, including federal, state, and local partners, to advance their goals in a consultative and collaborative manner.
  • Providing training and technical assistance to organizations in group and one-on-one settings.
