About The Position

This is an experienced level professional position within the Operations division of the City of Detroit Water and Sewerage Department (DWSD) that requires minimal direction and supervision. The Program Analyst primarily serves to implement, manage, and evaluate the effectiveness of procedures and operations used in the delivery of regulatory and operational programs. The role focuses on improving, reviewing, evaluating, and recommending process improvements, compliance measures, and the utilization of project management information systems to enhance the organization's regulatory compliance. Responsibilities include assisting with the implementation and ongoing maintenance of the PMIS, project scheduling, and providing day-to-day support for water, sewer, and other operational and regulatory-intensive efforts. The Program Analyst plays a key role in the document management systems for the operations division, ensuring the accuracy and integrity of business documents throughout their lifecycle. They also assist with the continual, timely, and accurate tracking of activities and spending of funds to ensure compliance with Organization, City, State, and Federal regulations and audit requirements. Additionally, the role supports the implementation and data integrity of project management systems, performing financial, set-up, and post-award management and administrative duties, often utilizing cloud-based applications.

Requirements

  • Bachelor’s degree in engineering or related degree preferred or equivalent work experience
  • 4 years of experience within related field and job functions
  • Project Management Information Systems experience in major software platforms
  • Administering Content Management Software - SharePoint and BOX
  • Professional, comprehensive knowledge of the concepts, principles, and practices of capital and operational programs, the operational effectiveness, efficiency, or productivity within City agencies, and internal compliance with policies, laws, and regulations governing those programs sufficient to do experienced level work
  • Knowledge of US EPA Sanitary Survey requirements
  • Knowledge of Michigan EGLE Cross Connection requirements
  • Knowledge of Financial theory and principles of business management operations and practices
  • Knowledge of Concepts, principles, practices, and methods of budget formulation, enactment and execution, in the accounting and finance functional area(s)
  • Knowledge of Principles, practices and techniques of program development, implementation, and evaluation
  • Knowledge of Obtaining, compiling, and summarizing narrative information and quantitative data for use by others
  • Knowledge of Data and/or statistical analysis
  • Knowledge of Business and management principles involved in strategic planning, resource allocation, human resources modeling

  • Ability to Work tactfully and effectively with employees, supervisors and managers, grantors, sub-recipients, and with elected and appointed officials and senior staff in assigned Departments and Agencies
  • Ability to Take initiative to acquire additional knowledge and education to remain current in field

  • Valid Michigan Driver’s License
  • Ability to work irregular hours, to commute to DWSD facilities and work sites, and respond to after hour emergencies and on-call responses
  • Employees in this class are required to undergo alcohol and drug screening and are subject to a criminal background investigation.

Responsibilities

  • Creation of Financial Performance Reports for capital funded projects
  • Editing of reporting templates and workflows with E-Builder software platform
  • Creation of schedules for CIP projects and assistance with project funding
  • Creating effective and efficient electronic document management structure through document control practices
  • Awareness of Safe Drinking Water Act and EGLE regulations
  • Analyzes and evaluates, on a quantitative or qualitative basis, the effectiveness of program operations in meeting established goals and objectives
  • Familiar with sanitary survey requirements and leads the coordination effort between various stakeholders to consolidate and prepare final submissions for regulatory agency
  • Creation and maintenance of document management processes within existing platform to store and collectively share and edit documents
  • Managing the updating of standard operating procedure and other process documents per defined schedule
  • Develops advanced cost analyses of projects or performs cost benefit or economic evaluations of current or projected programs
  • Ability to coordinate with field team on emergency response events
  • Develop funding, budget, scheduling and invoicing processes to meet DWSD financial reporting needs
  • Utilizes complex data collection and analysis techniques to evaluate individual programs; submits oral and written reports to management personnel for their consideration and decision-making
  • Research and investigates new or improved business and management practices for department programs or operations
  • Advises on the potential benefits/uses of automation to improve the efficiency of administrative support to program operations
  • Participates in evaluating new or proposed legislation or regulations to determine impact on program operations and management

  • Monitors compliance with all terms and conditions of reporting requirements for capital program delivery
