About The Position

The Program Administrative Analyst provides program administrative analysis and process improvement support to improve the efficiency, consistency, accessibility, and quality of OAA operations. The Analyst develops tools, dashboards, templates, and communications products that streamline administrative functions. Any automation or tool storing, processing, or transmitting Government information must be approved by the COR before use.

Requirements

  • Experience developing process improvements, automated trackers, dashboards, SOPs, checklists, and templates that streamline administrative functions
  • Expertise in Government communications practices including GPO style, plain language guidelines, and Section 508/accessibility compliance
  • Experience developing briefing materials, presentations, and visual materials for executive and non-technical audiences
  • Ability to support strategic executive calendaring, triage meeting requests, and manage leadership action items
  • Experience with cost-documentation support tools and communications planning and campaign development
  • Qualifications commensurate with an associate degree or equivalent and approximately 8 years of relevant administrative or program analysis experience for senior support roles
  • Strong written and oral communication skills
  • Proficiency with Microsoft Office (Word, Excel, PowerPoint, Outlook), Google Workspace (Gmail, Drive, Docs, Sheets, Slides, Meet), Adobe Acrobat, and SmartSheet
  • Ability to learn NOAA/DOC systems and procedures quickly
  • Must be capable of obtaining and maintaining a suitability/public trust determination (Tier 1 or successor) and all required system access approvals
  • Must identify as a contractor in all written, electronic, and verbal communications per contract requirements

Responsibilities

  • Develop and implement (after Government approval) improved methods, templates, trackers, dashboards, checklists, automated products, and tools that simplify and streamline administrative functions
  • Assist in implementing efficient cost-documentation processes, tools, and methods that meet NOAA and applicable agency requirements
  • Provide strategic calendaring support for NOAA Fisheries executive leadership, including mechanisms to triage meeting requests, track meeting materials, and manage leadership action items
  • Format, proofread, edit, and quality-control draft correspondence, memoranda, briefing materials, reports, presentations, and associated packages
  • Organize and support training for staff on plain language, administrative processes, and document quality standards
  • Develop draft communications plans and campaigns targeting specific audiences for Government review and approval
  • Provide expertise in Government communications practices including GPO style, plain language guidelines, photo organization, and Section 508 accessibility support
  • Produce presentations and visual materials to help managers, scientists, and leaders convey complex information to non-technical audiences
  • Deliver quarterly process improvement products including workflow maps, SOPs, checklists, templates, automated trackers, dashboards, or improvement recommendations
