About The Position

Ocean Associates Inc. (OAI) is seeking an applicant to provide Program Administrative Analyst support to the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Office of the Assistant Administrator (OAA) in Silver Spring, MD. OAI is a Virginia corporation established in 2003 that provides consulting and technical services to the U.S. government, non-governmental organizations, international organizations, and the private sector. We specialize in scientific program and project management, strategic planning, professional and technical services, and stakeholder engagement, supporting government contracts. NOAA’s National Marine Fisheries Service (NMFS), also known as NOAA Fisheries, is responsible for the stewardship, conservation, and management of the Nation’s living marine resources and their habitats. NMFS supports sustainable fisheries, protected species recovery, healthy marine ecosystems, safe seafood, and science-based decision-making. The NMFS Office of the Assistant Administrator (OAA) provides executive leadership and coordination for regulatory, scientific, communications, operational, human capital, aquaculture, policy, and equal employment opportunity activities. OAA requires professional administrative and analytical support to maintain timely, secure, accurate, and accessible operations across its executive and mission support functions.

Requirements

  • Bachelor’s degree and three (3) years of experience, or a Master’s degree, from an accredited college or university.
  • Qualifications should be commensurate with an associate degree or equivalent experience and approximately eight years of relevant administrative or program analysis experience for senior support roles.
  • Strong written and oral communication skills
  • Proficiency with Microsoft Office, Google Workspace, Adobe Acrobat, electronic file management, calendars, spreadsheets, and approved collaboration tools
  • Ability to learn NOAA/DOC systems and procedures quickly.
  • Experience developing process improvements, trackers, dashboards, briefing materials, plain language products, communications support materials, Section 508/accessibility checks, and executive-level coordination tools.

Responsibilities

  • Provide program administrative analysis and process improvement support to improve the efficiency, consistency, accessibility, and quality of OAA operations. Any automation or tool that stores, processes, or transmits Government information shall be approved by the COR before use and shall comply with applicable NOAA/DOC security, privacy, records, and accessibility requirements.
  • Develop and implement, after Government approval, improved methods, templates, trackers, dashboards, checklists, automated products, and tools that simplify and streamline administrative functions.
  • Assist in implementing efficient cost-documentation processes, tools, and methods that meet NOAA and other applicable agency requirements.
  • Provide strategic calendaring support for NOAA Fisheries executive leadership, including mechanisms to triage meeting requests, track meeting materials, and manage leadership action items.
  • Format, proofread, edit, and quality-control draft correspondence, memoranda, briefing materials, reports, presentations, and associated packages.
  • Organize and support training for staff on plain language, administrative processes, and document quality standards.
  • Develop draft communications plans and campaigns targeting specific audiences for Government review and approval.
  • Provide expertise in Government communications practices, including GPO style, plain language guidelines, photo organization, and Section 508 accessibility support.
  • Produce presentations and visual materials to help managers, scientists, and leaders convey complex information to non-technical audiences.
