About The Position

The Product Owner will serve as a business advisor and liaison between Government stakeholders, business users, technical teams, and contracted staff throughout all phases of the project lifecycle. This role requires subject matter expertise in CMS, Medicare, Medicaid, and other Federal Healthcare programs, including program integrity, regulatory, operational, and business processes. The Product Owner will analyze existing business processes, identify gaps and improvement opportunities, and recommend solutions aligned with Federal Healthcare requirements. They will translate complex policies and regulations into clear business, functional, and system requirements. This position involves performing Product Owner responsibilities such as defining product vision and priorities, maintaining the product backlog, developing user stories, defining acceptance criteria, and ensuring alignment with business objectives. Collaboration with various teams, including Government stakeholders, SMEs, architects, developers, analysts, and QA, is essential for product planning, development, testing, implementation, and continuous improvement. The role includes leading or participating in backlog refinement, sprint planning, requirements-gathering sessions, product demonstrations, release planning, and stakeholder reviews. The Product Owner will represent business and end-user needs throughout the Agile/Scrum development lifecycle and provide clarification to development teams. They will review completed functionality against requirements and acceptance criteria, support product acceptance, and identify opportunities for program efficiency through automation, process optimization, and data-driven decision-making. The role also involves identifying relationships among business processes, tasks, systems, data, stakeholders, and resources and incorporating appropriate solutions into the system development lifecycle.

Requirements

Must be a U.S. Citizen or Green Card holder
Must have lived in the United States for at least three (3) of the last five (5) years.

Experience in Agile/Scrum development lifecycle.
Experience with CMMI Maturity Level 5 company environments.

Responsibilities

Provide subject matter expertise related to CMS, Medicare, Medicaid, and other Federal Healthcare programs, including program integrity, regulatory, operational, and business processes.
Analyze existing business processes and workflows, identify gaps and improvement opportunities, and recommend functional and technology solutions aligned with Federal Healthcare requirements.
Translate complex Medicare, Medicaid, and Federal Healthcare policies, regulations, and operational requirements into clear business, functional, and system requirements.
Perform Product Owner responsibilities, including defining product vision and priorities, maintaining and prioritizing the product backlog, developing and refining user stories, defining acceptance criteria, and ensuring requirements align with business objectives.
Collaborate with Government stakeholders, business SMEs, architects, developers, analysts, QA teams, and other Agile team members to support product planning, development, testing, implementation, and continuous improvement.
Lead or participate in backlog refinement, sprint planning, requirements-gathering sessions, product demonstrations, release planning, and stakeholder reviews.
Represent business and end-user needs throughout the Agile/Scrum development lifecycle and provide clarification and direction to development teams regarding business requirements and priorities.
Review completed functionality against defined business requirements and acceptance criteria and support product acceptance and implementation decisions.
Identify opportunities to improve program efficiency through automation, process optimization, data-driven decision-making, modeling, best practices, and standardized procedures.
Identify relationships among business processes, tasks, systems, data, stakeholders, and resources and incorporate appropriate solutions into the system development lifecycle.
