Product Owner/Business Analyst
About The Position
The Product Owner / Business Analyst supports the Army Enterprise Staff Management Systems (AESMS) Product Lead and assigned Department of Defense organization in the sustainment and continued evolution of ETMS2 under the JETMS task order. The position combines Product Ownership and Business Analysis. The Government Product Owner retains ownership and decision authority over the backlog, while this position provides contractor Product Owner support by maintaining backlog visibility, developing prioritization recommendations, representing the supported organization’s priorities within the enterprise program, and preparing acceptance recommendations for Government decision. As Business Analyst, the individual leads the analysis needed to translate mission and operational needs into clear requirements and validate that delivered capabilities meet mission intent. The role also provides Agile expertise across Government leadership, users, technical teams, and contractor personnel, evaluating current practices, partnering with leadership to shape appropriate Agile and governance approaches, and establishing greater rigor, accountability, transparency, and consistency within Federal and DoD constraints.
Requirements
- Bachelor’s degree
- Minimum of 7+ years of progressive experience in Product Ownership, Business Analysis, Agile delivery, Scrum Master/Agile Coach, program execution, or a related discipline
- Demonstrated experience applying Agile principles and practices in complex enterprise environments
- Experience developing and managing product backlogs, requirements, priorities, and delivery across cross-functional teams
- Experience coaching or guiding technical and non-technical teams in Agile principles and ways of working
- Experience using Agile, requirements, or work management platforms such as JIRA, Confluence, Azure DevOps, or comparable tools
- Experience supporting at least one major Department of Defense Service or component, such as the Army, Navy, Marine Corps, Air Force, Space Force, or Joint Staff
- Experience engaging senior Government or program leadership and communicating priorities, risks, metrics, and performance information
- Scrum Alliance Certified ScrumMaster (CSM) certification
- Knowledge of the software development life cycle (SDLC)
- Active Secret security clearance with the ability to obtain and maintain any additional clearance, access, or security eligibility required by the supported organization

- Additional Agile certifications such as Certified Scrum Professional (CSP), SAFe Program Consultant (SPC), Certified Scrum Product Owner (CSPO), or SAFe Product Owner/Product Manager (POPM)
- Experience with Microsoft Azure DevOps
- Experience supporting enterprise software in a sustainment environment
- Experience working across multiple Services, agencies, organizations, or Agile teams
- Experience with SAFe, Scrum of Scrums, or other scaled Agile approaches
- Experience with process improvement, governance, organizational change, or contractor oversight
- Experience developing or presenting executive-level metrics, KPIs, dashboards, or performance reporting
- Experience operating in NIPR, SIPR, JWICS, or other DoD network environments
Responsibilities
- Serve as the contractor Product Owner supporting the Government Product Owner for an assigned Federal organization or functional portfolio, representing that organization’s priorities, requirements, backlog, and execution within the broader enterprise program
- Support Government ownership of the product backlog by developing prioritization and sequencing recommendations, maintaining visibility into planned and active work, and implementing Government-directed priorities
- Partner with Government and program leadership on product priorities, governance, Agile execution, risks, dependencies, performance, and opportunities for improvement
- Lead Business Analysis activities, including eliciting, analyzing, documenting, and validating functional and non-functional requirements and translating mission and operational needs into actionable work
- Develop and maintain appropriate requirements artifacts, including user stories, acceptance criteria, process models, workflows, business rules, and traceability from mission need through delivered capability
- Evaluate existing operating models and help shape improvements to governance, Agile practices, work intake, accountability, decision-making, and future-state processes within Federal and DoD constraints
- Lead and facilitate appropriate Agile and governance activities, including planning, backlog refinement, Kanban reviews, demonstrations, stakeholder engagements, and cross-team or Scrum of Scrums-type coordination
- Coach Government and contractor leaders and teams on Agile principles and help drive organizational and cultural transition toward more disciplined, transparent, and sustainable delivery practices
- Serve as a key liaison among users, Government leadership, and technical teams; evaluate delivered capability, user feedback, system outputs, and issue trends; and support validation, impact analysis, and acceptance recommendations for Government decision
- Define and communicate KPIs, metrics, trends, risks, and delivery performance through leadership briefings and decision-support products, while collaborating with other Product Owners to manage cross-organizational dependencies, share best practices, and promote consistency across the program
