Product Manager, ADAPT

Citian•Columbia, WA

About The Position

Citian is hiring a Product Manager to lead the strategy and execution for ADAPT, its roadway and right-of-way asset management platform for public agencies. The role includes defining the product with customers—its audience, capabilities, and boundaries—and owning its roadmap as it grows. The Product Manager partners with engineering, design, data science, and go-to-market teams to deliver features that increase adoption and measurable customer value. Because Citian’s products are data- and model-centric and serve state and local governments, data quality is a core part of the work. The position calls for a product leader who can balance new features with investments in scalability, reliability, and quality; build intuitive experiences for non-technical users; and bring enterprise requirements such as security, permissions, and administration into product decisions. For AI features, the Product Manager identifies and validates useful agency applications, defines quality standards and success measures, and works with engineering to determine when features are ready to launch. The successful candidate will join a fast-growing, venture-backed SaaS startup as one of its first Product Managers and help develop the product function. Citian is based in Washington, DC and works with clients across the United States, with global ambitions.

Requirements

  • At least 5 years of product management experience, ideally in SaaS or GovTech.
  • Experience shipping customer-facing AI or LLM features to production and explaining how quality was defined and measured.
  • Experience owning the roadmap for a growing product, including trade-offs between new features and investment in scalability, reliability, and quality.
  • Experience with complex data, analytics, or AI/ML products and with GovTech or another complex compliance or technical domain, such as healthcare, finance, or security.
  • Strong understanding of user workflows and experience building for non-technical users at scale.
  • Ability to translate complex problems or client requirements into simple solutions.
  • Data-driven mindset and experience defining and tracking product metrics.
  • Uses AI tools day to day.
  • Comfort working in a startup-style setting with lightweight structure.

  • Identify where AI can genuinely help agencies, validate opportunities with customers before building, and decide with engineering when AI features are ready to ship.

  • Develop features that use automation and AI to reduce manual effort and improve outcomes.
  • Work closely with existing clients to understand pain points and validate solutions.
  • Bring enterprise requirements—including reliability, security, permissions, and administration—into the roadmap.
  • Establish clear success metrics, such as engagement, conversion, time saved, and adoption.
