About The Position

Parsons is seeking a Joint Staff CDAO Product Manager / Engineer to own the delivery and implementation of data- and AI-enabled products and use cases. The role serves as the primary liaison between Joint Staff Directorates and the technical development POD, translating customer requirements into product vision, strategy, and roadmaps while driving execution in support of Department of Defense mission objectives. This position is part of Parsons’ Federal Solutions team, which delivers services and solutions to U.S. government customers across defense, security, intelligence, infrastructure, and environmental areas.

Requirements

Active Top Secret SCI security clearance.
Bachelor’s degree; additional years of experience may count in lieu of a degree.
At least 5 years of experience; additional education, training, and certifications may count toward the experience requirement.
Demonstrated experience serving as a primary liaison between customers, such as business or mission owners, and technical delivery teams.
Proven ability to gather, prioritize, and translate customer requirements into actionable product roadmaps and feature backlogs.
Strong track record managing iterative product development, backlog prioritization, and stakeholder communication in Agile or hybrid delivery environments.
Experience facilitating product reviews, managing stakeholder expectations, and escalating blockers to support successful delivery.
Excellent written and verbal communication skills, including the ability to explain complex technical concepts to diverse audiences.

Nice To Haves

Experience supporting the Department of Defense, Joint Staff, Combatant Commands, or U.S. Government organizations.
Experience with Chief Data and AI Offices (CDAOs), enterprise data programs, or digital transformation initiatives.
Understanding of AI/ML product development, responsible AI, data governance, and model lifecycle management.
Experience managing a product portfolio or POD team and balancing competing priorities according to business value.
Familiarity with Joint Staff Directorates, Joint operational processes, or DoD mission requirements.
Familiarity with Jira, Confluence, Azure DevOps, or similar product management and collaboration tools.
Product management, Agile, Scrum, SAFe, or related professional certification.
Advanced communication and stakeholder management skills, including experience developing executive briefings and product strategies.

Responsibilities

Own end-to-end implementation and successful delivery of data, analytics, and AI-enabled capabilities as the primary Product Manager and Systems Engineer for the Joint Staff CDAO development POD.
Act as the main liaison between Joint Directorate leadership, mission owners, and technical POD resources.
Gather, analyze, and synthesize customer requirements and mission needs into product roadmaps and prioritized feature backlogs based on business value and mission impact.
Drive iterative delivery by defining user stories, acceptance criteria, and success measures, and keeping the development POD focused on priority work.
Manage stakeholder expectations, communicate progress, and facilitate recurring product reviews, demonstrations, and working sessions.
Escalate blockers, risks, and dependencies affecting POD velocity or delivery, and coordinate with leadership to resolve issues.
Maintain feedback loops among end users, stakeholders, and technical teams to maximize adoption and mission value.
Coordinate cross-functional teams, including data scientists, engineers, analysts, and cybersecurity personnel, to deliver capabilities on schedule and within scope.
Monitor product performance and user satisfaction, and refine the roadmap and backlog to drive continuous improvement.
Support CDAO governance, strategic planning, reporting, and executive briefings related to Joint Staff data and AI initiatives.
Stay current on product management and AI/data delivery practices and identify opportunities for innovation and improvement.
