Techo-Bloc•Pen Argyl, PA

About The Position

Techo-Bloc is seeking an experienced, hands-on Procurement Supervisor to serve as the operational lead for site-level buyers across its locations. The role provides day-to-day guidance and escalation support to the procurement team while also managing an individual portfolio of suppliers and purchasing responsibilities. It combines team leadership with operational purchasing, supplier management, D365 master data oversight, KPI tracking, and cross-functional coordination. The supervisor supports buyers with prioritization, complex purchasing decisions, supplier issues, onboarding, training, workload balancing, and consistent purchasing controls. The role partners with the Procurement Manager and departments including Planning, Operations, Logistics, Customer Service, Finance, and Yard teams to address operational needs and improve procurement processes. Travel between sites and occasional onsite support are required as needed. Success is reflected in more autonomous and aligned buyers, faster resolution and follow-through on escalations, stronger purchasing data and supplier performance, and clearer, more consistent team processes.

Requirements

  • At least 5 years of experience in purchasing, supply chain, or a related operational environment.
  • Prior experience leading, mentoring, or supervising a team, formally or informally.
  • Strong hands-on experience with ERP systems; Microsoft Dynamics 365 is preferred, while AX, SAP, or similar systems are also considered.
  • Demonstrated ability to manage supplier relationships, resolve escalations, and make sound purchasing decisions under pressure.
  • Availability to travel between sites as needed, including occasional onsite presence to support the team, suppliers, or cross-functional priorities.
  • Advanced Microsoft Excel skills and comfort with data analysis and reporting.
  • Strong leadership and relationship-building skills, including the ability to lead by example and build trust.
  • Ability to triage and prioritize in a fast-paced, multi-site environment.
  • Strong organization, attention to detail, and ability to manage multiple files and priorities simultaneously.
  • Excellent communication with suppliers, team members, and cross-functional stakeholders.
  • Collaborative problem-solving and a continuous-improvement mindset.
  • Resourcefulness, results orientation, and motivation by team success as well as individual contribution.
  • Strategic mindset combined with strong operational execution.

Responsibilities

  • Serve as the primary day-to-day resource and first escalation point for site buyers on purchasing decisions, supplier issues, and cross-functional coordination.
  • Help prioritize urgent needs, shortages, and competing demands across multiple sites.
  • Support procurement team onboarding, training, and ongoing development.
  • Monitor team purchasing activity and flag risks or escalations to the Procurement Manager.
  • Maintain purchasing controls, documentation standards, and process consistency across the team.
  • Run regular team check-ins; support workload balancing, performance feedback, objective follow-up, and coverage planning.
  • Identify process gaps and help implement practical continuous-improvement measures.
  • Resolve escalated supplier situations, including pricing disputes, lead-time negotiations, and critical shortages.
  • Communicate supply risks, delays, and changes to internal stakeholders in a timely and clear manner.
  • Track and report KPIs such as on-time delivery, cost savings, PO cycle time, and supplier performance, and drive corrective action when targets slip.
  • Enforce purchasing policies, approval workflows, and internal controls, and maintain audit-ready purchasing records.
  • Partner with Planning and Operations on inventory health, MRP review, min/max accuracy, and shortage prevention.
  • Support D365 master data quality, including item masters, vendor setups, UOM configurations, and item-vendor relationships.
  • Review and support approval of data changes that carry operational or financial risk, and help ensure data accuracy across sites.
  • Support change management for D365, reporting tools, and procurement processes through user training, adoption reinforcement, and identification of implementation gaps.
  • Act as a senior procurement contact for Operations, Logistics, Customer Service, Finance, and Yard teams on escalations and cross-site issues.
  • Help align internal stakeholders on priorities, timelines, stocking plans, and delivery ETAs.
  • Partner with the Procurement Manager on supplier strategy and team development priorities.
  • Lead or support vendor performance reviews, supplier scorecards, corrective-action follow-ups, and recurring discussions with key suppliers when chronic issues arise.
