About The Position

This position is open to Alaska Residents only. Under the supervision of the Department Procurement Manager, the Procurement Specialist (PS) 1/2 flex position works closely with the divisions of the Department of Administration to support their core mission and functions by performing professional procurement functions. The PS1 position is responsible for assisting divisions with professional procurement functions for procurements under $100,000, with direct assistance from their supervisor. This position may also assist higher level Procurement Specialists with projects and solicitations. Other duties include contract administration, issuing amendments to contracts, agency leasing administration, agency vehicle and property inventories, and other duties as assigned. As you learn the ins and outs of this position, you may be entrusted with more complex tasks. In addition to the PS1 duties, the PS2 position is responsible for performing procurements for assigned customers. Under general guidance, a PS2 may conduct formal solicitations, Invitations to Bid (ITB), and Requests for Proposals (RFPs) as authorized in Alaska Statutes (AS 36.30) and associated regulations and administrative guidelines contained in the Alaska Administrative Manual (AAM). The Office of Procurement and Property Management's (OPPM) mission is to provide efficient, cost-effective, customer focused services to State of Alaska agencies, allowing departments to focus resources on their principal functions instead of common administrative functions. The main objectives of OPPM are to standardize and streamline business processes, leverage technologies to reduce costs, increase efficiencies, and drive higher quality service. OPPM is dedicated to bettering the processes of State procurement and empowering State agencies to provide the greatest level of service to all Alaskans.

  • Any combination of preparatory post-secondary education and/or experience in business administration, logistics, supply chain management, project management, or a related field performing property control, purchasing, contract administration, writing or approving solicitations, explaining contracting requirements, developing or approving product specifications or, developing or approving a scope of work for para-professional and/or professional services.
  • Competencies in Contracting/Procurement/Property Control: Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, contract negotiation and administration; procedures for routine and non-routine purchases; practices and methods used for property control activities, including acquisition, storage, accounting, and controlled property excess (PS2).
  • Competencies in Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions (PS2).
