About The Position

This position performs highly complex technical and analytical work assisting the Purchasing Director in carrying out departmental decisions by designing, implementing, and managing the County procurement system. This position is responsible for the procurement of major equipment, supplies, services, public work and architectural and engineering services as well as routine and non-routine goods/services in support of the operations of Spokane County and its specialized projects and program needs. Work is performed with considerable independence under the direction of the Purchasing Director and is evaluated through conferences and reviews on the achievement of goals and satisfactory completion of projects and assignments.

Requirements

  • Bachelor’s degree from an accredited college or university in a related field in business or public administration, purchasing or accounting preferred.
  • Three (3) years of experience in public (Government/Military) or private sector purchasing OR an equivalent combination of education and experience that provides the desired knowledge, skills, and abilities to perform the work.
  • Possession of a valid Driver's License at time of hire and for the duration of employment.
  • Knowledge of the principles, practices and laws of public purchasing; contract law.
  • Knowledge of purchase specification writing, sources of product-quality rating and analyses.
  • Knowledge of inventory control and record systems.
  • Knowledge of principles of public procurement, negotiation, contracting law, process improvement, lean government, bookkeeping, budgeting and cost analysis.
  • Knowledge of quality standards for fuels, paving materials, structural steel, basic wood products, food, tires and drugs.
  • Knowledge of major wholesale suppliers and other products and services used by the County.
  • Skilled in communicating effectively both orally and in writing, sufficient to exchange or convey information and to give and receive work direction.
  • Skilled in establishing and maintaining effective working relationships with department staff, department heads, elected officials, representatives of outside agencies and the general public.
  • Skilled in the operation of personal computers and peripherals for the creation of competitive solicitation documents, correspondence and communications utilizing Microsoft Applications.
  • Skilled in the use of e-mail and the internet for communications and research.
  • Skilled in the use of Microsoft Excel for data analysis, tabulations, data base utilization and report creation.
  • Skilled in problem solving and adaptability in improving processes (strong analytical and attention to detail)
  • Skilled in the use of electronic telephone equipment, moderately complex copy machine, facsimile equipment and typewriter.
  • Skilled in the use of Enterprise Resource Planning (ERP) computer systems, databases.
  • Collaborate with various departments to guide them through complex procurement challenges and identify practical solutions that align with department, purchasing and over-all County requirements.
  • Ability to develop training materials and subject matter and train the staff of purchasing as needed.
  • Ability to conduct procurement training for other County departments.
  • Ability to conduct cost analysis.
  • Ability to write concise business correspondence.
  • Ability to keep current and accurate records.
  • Ability to research and identify the necessary requirements for the full array of goods and services purchased by the County.
  • Ability to work with people of diverse backgrounds and from various levels in the organization.

Nice To Haves

  • CPPO (Certified Public Procurement Officer), NIGP (National Institute of Governmental Purchasing), C.P.M. (Certified Purchasing Manager), or CPSM (Certified Professional in Supply Management) through the ISM (Institute of Supply Management) or other similar or greater level of procurement or procurement-related certification strongly preferred.

Responsibilities

  • Creates unique procurement documents and/or methodologies to address special procurement requests.
  • Generates and administers complex competitive solicitation documents and contracts.
  • Works on a regular basis with key personnel and elected officials and department heads and assists in assessing their needs.
  • Designs systems and contracts to respond to these needs and implements and manages those systems and contracts.
  • Manages advanced and complex projects, supply management and service agreements
  • Facilitates and otherwise conducts pre-bid conferences, pre-construction, and public bid openings, analyze and recommends projects for awards.
  • Maintains projects through completion with assisting departments with contract, change orders, and finalizing project completion with outside state agencies for closeout packages.
  • Assist vendor/contractor/supplier interviews and facilitates review and evaluation meetings with customer departments of submittits received for the ranking for RFQ/RFP, and selection of firms on assigned procurement projects.
  • Researches technical aspects of goods, services and construction; consults with industry specialists to secure information regarding new products, improvements and cost cutting alternatives.
  • Processes emergency purchases in a timely manner while complying fully with applicable statutes.
  • Develops training materials and subject matter and trains the purchasing staff and personnel from other departments on using the procurement system.
  • Monitors the changes in industry, relevant federal, state and local statutes, relevant policy of WA State Department of Labor and Industries, the field of procurement and technology and matches them against current and changing departmental needs.
  • Monitors the impact of technology changes and public policy changes on the County and advises the Director.
  • Applies a thorough understanding of pertinent sections of the Revised Code of Washington, Washington Administrative Codes, County ordinances, procedures, departmental policy and procedures; provides accurate interpretations to the Director, user departments and vendors.
  • Works with legal and risk management to ensure contracts align with county code and state regulations.
  • Adheres to all grant requirements and works closely with the grants department on any purchases utilizing grant funds
  • Performs other related duties as required/assigned.
