About The Position

The Department of Military and Veterans Affairs (DMVA), Division of Administrative Services (DAS) is recruiting for a Procurement Specialist 2 in our Procurement Section. This position is in the General Government (GGU) bargaining unit as a range 16. This position is open to Alaska Residents only. This position requires full-time on-site work at Joint Base Elmendorf-Richardson to facilitate collaboration with various divisions supported by DAS' Procurement Section. Remote work may be permitted up to two days a week, subject to the hiring manager’s approval, and/or successful completion of probation. As DMVA's new Procurement Specialist 2, you will assist in the support procurement activities for department; and you will be collaborating closely with the Procurement Specialist 3. As the Procurement Specialist 2, your key responsibilities will include procuring various goods and services, developing and assisting in specifications and scope of work, establishing evaluation criteria, and overseeing evaluation committees. In this role, you will also be involved managing both small and large procurements in compliance with relevant laws and regulations, and assisting the department property officer with the management of state and federal accountable property when necessary. If you have not worked for the State of Alaska, your comparable experience in purchasing, contracts, administrative support, finance, logistics, property control, vendor coordination, project support, or work in a regulated environment may also be relevant to our team! Requirements

  • Computer Skills: Uses computers, software applications, databases, and automated systems to accomplish work.
  • Contracting/Procurement/Property Control: Knowledge of various types of contracts, techniques, or requirements for contracting or procurement, contract negotiation and administration; procedures for routine and non-routine purchases; practices and methods used for property control activities, including acquisition, storage, accounting, and controlled property excess.
  • Oral and Written Communication: Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral and written presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  • Reasoning: Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.
  • Any combination of preparatory post-secondary education and/or experience in business administration, logistics, supply chain management, project management, or a related field performing property control, purchasing, contract administration, writing or approving solicitations, explaining contracting requirements, developing or approving product specifications or, developing or approving a scope of work for professional services.
  • Must pass a federal background check in order to qualify for military base access.
  • Must be able to maintain the clearance throughout employment.
  • Must have a valid Alaska Driver License if using a private vehicle.
  • Must have proof of vehicle insurance if using a private vehicle.
  • Must have a valid State of Alaska vehicle registration if using a private vehicle.
  • Must be able to obtain and maintain a Common Access Card (CAC) in some cases.
