About The Position

The Procurement Specialist 2 role with the Department of Human Services (DHS) offers an exciting opportunity to support large, high-impact projects that benefit Pennsylvania citizens. In this position, you will help develop clear and effective contracts, guide program offices, and strengthen procurement practices across the agency. This position supports the planning and development of major procurements and works closely with program offices to improve contracting practices across the agency. You will provide guidance, analysis, and structure to ensure that procurement activities meet policy, quality, and performance expectations.

Requirements

  • One year of experience as a Procurement Specialist 1 (Commonwealth job title or equivalent Federal Government job title, as determined by the Office of Administration); or One year of professional experience performing contract management work; and a bachelor’s degree in business, supply chain, logistics, project, or operations management, or a related field; or An equivalent combination of experience and training.
  • You must meet the PA residency requirement.
  • You must be able to perform essential job functions.

Responsibilities

  • Meet with agency staff to develop and implement procurement policies and strategies
  • Develop best value criteria and lead the evaluation of vendor proposals
  • Manage Request for Proposal (RFP) and Request for Quotation (RFQ) processes and facilitate supplier forums
  • Perform reviews of statements of work prior to legal review
  • Conduct evaluation team trainings and scoring sessions and schedule presentations
  • Develop negotiation approaches and lead discussions for complex procurements
