Placement within the range will be determined based on your similar work experience. The Port considers work experience to be similar if the scope and level of responsibility of your prior positions match the job being offered. As a Procurement Officer V, you will be responsible for supervising procurement professionals and serving as a senior-level technical expert. You will provide coaching and feedback to direct reports in developing their procurement skills while managing your own procurements that are complex, highly visible, or politically sensitive. You will also be responsible for supervising procurement professionals, providing coaching and feedback on direct reports in developing their procurement skills. You will plan, schedule, assign and direct the daily work of staff to ensure the smooth and coordinated accomplishment of procurements without compromising quality and schedule delivery. You will perform supervisory responsibilities including assigning work, reviewing work products, hiring, and evaluating performance. You will develop or participate in the development of new or revised policies, procedures, initiatives, or performance measures related to procurements. You will work with staff in the implementation of new or revised policies, procedures, initiatives, and performance measures related to Port procurements, delegated authority, the Revised Code of Washington, or federal law. You will represent the Port in complex negotiations, discussions with multiple stakeholders, and Port leadership. You will perform appropriate risk analysis and develop contingency plans for unexpected problems that can have a significant impact on assigned procurements.

Requirements

  • Five (5) years of experience in procurement, grants, and/or contract development.
  • One (1) year of experience mentoring, leading, or supervising staff and/or programs/projects.
  • Deep knowledge of procurement, applying innovative techniques, solving problems, and developing policies.
  • Skilled in technical leadership, guidance, and policy interpretation in areas like pre-award or cost analysis.
  • Experience with public-sector procurement software used for competitive solicitations, vendor management, and contract lifecycle management.
  • Working knowledge of ERP systems used to manage requisitions, purchase orders, and contract payments.
  • Ability to run and interpret system-generated reports to ensure compliance with RCWs, federal procurement regulations, and audit requirements.
  • Proficiency using project management and collaboration tools to coordinate with cross-functional teams (e.g., SharePoint, Teams).
  • Skilled in using data visualization and reporting tools to support procurement planning, equity tracking, and performance measurement.
  • Strong communicator who motivates and builds partnerships with internal teams and external stakeholders.
  • Utilizes systems thinking to connect departmental activities and drive progress.
  • Knows how to collaborate and achieve goals within an organization.
  • Synthesizes data into actionable insights with clear, timely analysis and effective data visualization.
  • Expert in planning, prioritizing, and overseeing procurement tasks.
  • Supports team members and adapts to various procurement processes as needed.
  • Must establish Washington State residency within 30 days of employment and maintain it.
  • Must pass a TSA background check and an FBI criminal history background check.
  • Must obtain a Port of Seattle ID badge upon clearance.

Nice To Haves

  • Experience managing complex and federally funded contracts.
  • Experience managing Public Works contracts.
  • NIGP certification or obtain certification within the first 2 years of employment.
