About The Position

The Citadel, The Military College of South Carolina is seeking a candidate for a Procurement Director. This position is responsible for providing procurement services for the college’s $140 million annual operating budget. The position exercises award authority up to $500,000 and interfaces and manages procurement above $500,000 with State of SC Procurement, including receiving delegated authority on specific procurement above this level. Plans, develops, and directs the material management functions of the college and ensures efficient and responsive performance at all levels within the department. The position manages the implementation of an automated purchasing and fixed asset software programs, drafts and publishes internal and external manuals, and instructs all college personnel in the use of new and expanded purchasing and fixed asset programs. Supervises the selection, award, and administration of all contracts, including highly complex service contracts for information technology equipment. Directs the professional procurement staff in specification preparation, source selection, and bid/proposal award. Supervises approximately six full-time employees in Procurement, Post Office, and Warehouse departments. In addition, this position coordinates with the State Materials Management Office, Central State Purchasing Office, the Information Technology Purchasing Office, and other state government offices and represents the college at internal and external meetings related to materials management. Responsible for coordination of training for all departments and activities in the use of the campus purchasing system and state procurement rules and regulations.

Requirements

  • B.S. in business or a related field.
  • Progressive responsibility with procurement management, strategic sourcing, vendor management, and contract negotiations.
  • Extensive knowledge of the South Carolina Procurement or other relevant state procurement code.
  • Superior communication skills.
  • Ability to develop and apply policy.
  • Performs duties involving decision making with limits defined by standard practices and procedures of the South Carolina Procurement Code and ensuing regulations.
  • Capable of using general guidance to develop detailed operating procedures.

Nice To Haves

  • Master’s degree in applicable area of study.
  • Professional certification as C.P.P.O. (Certified Public Purchasing Officer) or C.P.M. (Certified Purchasing Manager).
  • Experience in the compliance requirements of higher education, preferably gained through experience with state government contracting regulations.
