After Brightline Florida completed the first passenger rail system connecting Miami and Orlando, Brightline West was formed to connect Las Vegas and Southern California through the nation’s first true high-speed, electric passenger rail system. Reaching speeds of more than 186 miles per hour, this 218-mile high-speed rail service will take passengers from Las Vegas to the Greater Los Angeles area twice as fast as the normal drive time. Your Purpose: As a Procurement Director you will strategically lead procurement strategies and solutions for our high-speed rail infrastructure to ensure alignment with project objectives, in compliance with industry standards and federal regulations. Your Role: Procurement: The Procurement Director is responsible for leading sourcing and contracting activities across all major procurement categories, driving supplier selection, business award planning, and strategic sourcing initiatives that align with long-term project and organizational objectives. This role develops and implements procurement strategies that balance cost, quality, compliance, and schedule demands, while actively collaborating with cross-functional teams and leadership to ensure alignment with broader business goals. The Procurement Director also supports local supply base development, cultivates strategic supplier partnerships that foster innovation and long-term value, and contributes technical procurement expertise to project planning and sales discussions to address evolving project requirements. Compliance & Reporting: The Procurement Director serves as the subject matter expert on federal procurement regulations, specifically 2 CFR 200.318-327, ensuring full compliance through the execution of standardized procurement procedures and documentation. This role is responsible for managing purchases of goods, services, and equipment—both direct and indirect—while optimizing total cost of ownership and delivering value to the organization. The Procurement Director oversees the full contract lifecycle, from bid through execution, proactively addressing supplier risks, capacity constraints, and schedule alignment to support seamless integration with overall project delivery and execution. This role is responsible for preparing internal and external reports and schedules in connection with FSP grand requirements and to meet internal needs. People Leadership: The Procurement Director builds and sustains strong cross-functional relationships to foster supplier accountability, transparency, and high performance. Acting as a trusted advisor, this role guides internal stakeholders on procurement best practices and compliance, ensuring alignment throughout the organization. Additionally, the Procurement Director supports and mentors team members, promoting Brightline West’s culture while leading internal partners through procurement and contracting processes with clarity and consistency. Requirements

  • 10+ years of experience as a procurement professional in large-scale infrastructure projects and contracts, preferably in the rail or heavy civil infrastructure sectors.
  • Bachelor’s degree in civil engineering, Business, Procurement, Supply Chain Management, or a related field.
  • Strong capability in developing innovative procurement strategies, particularly related to Buy America regulations.
  • Experience with federal procurement requirements, specifically 2 CFR Part 200.
  • Experience with Oracle Fusion Cloud Procurement or comparable system (Coupa, SAP Ariba, Jaggaer) is required.
  • Excellent communication and collaboration skills, with a proven ability to lead negotiations diplomatically and tactfully.
  • Excellent leadership and team management skills.
  • Ability to collaborate effectively with cross-functional teams and external partners.
  • Demonstrated abilities to manage projects in the areas of procurement, supply chain, and construction.
  • Strong quantitative, analytical skills with attention to detail and accuracy and ability to make data-driven decisions.
  • Keen ability to deal effectively with management, teammates, and outside contacts while working under pressure and meeting deadlines.
  • Strong communication, critical thinking, and presentation skills; including the ability to provide written and verbal direction effectively.
  • Proficient in Microsoft Office applications, specifically, Excel, Word, and PowerPoint.
