About The Position

As a Procurement Contracts Manager with the Budget Division of the Bureau of Fiscal Management, you will take on meaningful work that keeps agency operations moving forward. This position supports the Department of Revenue by coordinating and completing both routine and complex procurement work. The role helps ensure clear, accurate, and compliant purchasing and contract activities across multiple systems and programs.

Requirements

  • One year as an Administrative Officer 1; or Three years of experience in progressively responsible and varied office management or staff work, including experience in personnel management, budgeting, or procurement; and a bachelor's degree; or Any equivalent combination of experience and training.
  • Abide by the prohibition guidelines and refrain from gambling in Pennsylvania casinos, or any casino outside of Pennsylvania with the same owners.
  • One year of Commonwealth procurement experience, or three years of non-Commonwealth procurement experience.
  • Able to perform essential job functions.
  • Pass an enhanced background check prior to beginning employment due to access to Federal Tax Information (FTI) and compliance with IRS Publication 1075 (Pub 1075). This includes criminal history reports, fingerprint-based federal records check, PA State Police clearance, check of local law enforcement agencies where you have lived/worked/attended school in the last five years, and citizenship/residency verification.

Responsibilities

  • Coordinate procurement activities, develop documents, and support program offices with accurate and timely guidance
  • Review procurement requests and documentation to ensure alignment with laws, directives, and department policies
  • Communicate with vendors to resolve submission issues, clarify requirements, and support smooth procurement processes
  • Maintain procurement records, tracking logs, and system entries to support audits and reporting needs
  • Provide technical guidance, review documents prepared by others, and assist with onboarding and training new staff
  • Support data gathering for cost analysis, performance monitoring, and continuous improvement efforts
